Indicators of agricultural development in the context of inter-sectoral relations in the AIC sphere | Индикаторы развития сельского хозяйства в контексте межотраслевых отношений в сфере АПК

إنجليزي. Agriculture is the central element on the system of inter-sectoral analysis. More than 10 years have passed since the beginning of implementation of the national priority project "Development of Agro-industrial Sector", which directions were transformed into the activities of the two State Programs for the development of agriculture. The results of 2008-2012 and 2013-2017 allow for an aggregate assessment of the efficiency of implementation of target indicators that serve as parameters for measuring the amount of deviation actually achieved in comparison with the reference level. Abstract-logical, statistical, cross-sectoral analysis and expert assessments methods were used in the study. The most "vulnerable" indicator from the standpoint of stability was the index of physical volume of investment in the fixed capital of agriculture. It declined for 5 years out of 10. The unfavorable climatic conditions that have developed in these years, negatively affected the dynamics of production of crop production. The indicators of profitability and labor productivity decreased in different years. The reasons were multi-vector factors: the increase in prices for domestic agricultural products due to sanctions imposed by western countries and simultaneous growth of prices for resources. Since 2017, state support measures have been consolidated into five areas by sectoral subprograms: subsidizing interest rates on investment loans and borrowings, crop production and short-term loans, facilitating the achievement of targeted regional programs, reimbursement of the part of direct costs for the maintenance and modernization of agricultural facilities. When assessing the effectiveness of the implementation of program activities based on the implementation of target indicators by a methodology officially approved by the federal industry department, its level varies from 101.1% to 106.8%. The increase in budget support is becoming a driver of sustainable development of the Russian economy.

الروسية. Центральным звеном в системе межотраслевого анализа выступает сельское хозяйство. Начиная с 2006-2007 гг., периода реализации приоритетного национального проекта "Развитие АПК", направления которого трансформировались в мероприятия двух Госпрограмм развития сельского хозяйства, прошло более 10 лет. Итоги 2008-2012 гг. и 2013-2017 гг. позволяют в агрегированном виде дать оценку результативности выполнения целевых показателей, служащих параметрами измерения величины отклонения фактически достигнутого от ориентирного уровня. В работе использовались методы: абстрактно-логический, статистический, межотраслевого анализа и экспертных оценок. Наиболее "уязвимым" показателем с позиции устойчивости оказался индекс физического объема инвестиций в основной капитал сельского хозяйства. Он снижался 5 лет из 10. Неблагоприятные климатические условия, которые сложились в эти годы, негативно повлияли на динамику объемов производства продукции растениеводства. Показатели доходности и производительности труда снижались в разные годы. Причинами послужили разновекторные факторы: повышение цен на отечественную сельхозпродукцию из-за введенных западными странами санкций и одновременно рост цен на ресурсы. С 2017 г. меры господдержки консолидированы в пять направлений по отраслевым подпрограммам: субсидирование процентных ставок по инвестиционным кредитам и займам, растениеводства и краткосрочных кредитов, содействие достижению целевых региональных программ, возмещение части прямых понесенных затрат на содержание и модернизацию объектов АПК. Если оценивать эффективность реализации программных мероприятий на основе выполнения целевых показателей по методике, официально утвержденной федеральным отраслевым ведомством, то ее уровень колеблется от 101,1% до 106,8%. Увеличение объемов бюджетной поддержки становится драйвером повышения устойчивого развития экономики РФ.
