Development of municipal agroindustrial complex on the basis of improvement of state and economic management | Развитие муниципального АПК на основе совершенствования государственного и хозяйственно – экономического управления

إنجليزي. The agricultural management system at the municipal level, state, economic management and local (municipal) self-management has been analyzed. The reorganization of management structures has led to a sharp decrease in the quality of management in the system of municipal agro-industrial complex (AIC). The inconsistency and inefficiency of management of the agricultural sector of the economy by local government is largely explained by the incompleteness of the legal regulation of the effective organization and activities of the municipal (district) AIC. The analysis of the composition of municipal employees of the (district) administration of the AIC showed that for 17 years, since 2000, there were reductions in representatives of important specialties: agronomists – by 34.2%, zootechnicians – by 61.2% and veterinarians – by 34.3%. In the process of the study, the directions of development of interaction of the municipal AIC on the basis of improving the system of state, economic management and local self-government with economic entities in the field of regulatory and procedural documents AIC were determined. Measures are planned to improve the management system in the field of municipal AIC and the interaction of its entities in the organizational and economic areas. A set of measures is proposed to improve the efficiency of functioning and development of objects of agricultural interrelations in the field of the municipal AIC. It comprises improving the organizational and economic management structure, technical and technological updating the production process, effectively supplying different resources and improving the organizational and economic mechanism of production management.

الروسية. Проведен анализ системы управления АПК на муниципальном уровне, уровне государственного, хозяйственно-экономического управления и местного (муниципального) самоуправления. Реорганизации структур управления привели к резкому снижению качества управления в системе муниципального АПК. Противоречивость и неэффективность управления аграрной сферой экономики местным самоуправлением во многом объясняется неполнотой правового регулирования вопросов эффективной организации и деятельности муниципального (районного) АПК. Проведенный анализ состава муниципальных служащих (районного) управления агропромышленным комплексом показал, что за 17 лет, начиная с 2000 г., произошли сокращения представителей важных специальностей: агрономов - на 34,2%, зоотехников - на 61,2% и ветеринарных врачей - на 34,3%. В ходе исследования были определены направления развития взаимодействия муниципального АПК на основе совершенствования системы управления государственного, хозяйственно-экономического управления и местного самоуправления с хозяйствующими субъектами в сфере АПК муниципалитета. Намечены мероприятия по совершенствованию системы управления в сфере муниципального АПК и взаимодействия его субъектов в организационном и экономическом направлениях. Предложен комплекс мероприятий по повышению эффективности функционирования и развития объектов аграрных взаимоотношений в сфере АПК на муниципальном уровне. Он предусматривает совершенствование организационно-экономической структуры управления, проведение технико-технологической модернизации производственного процесса, организацию эффективного обеспечения различными ресурсами и совершенствование организационно-экономического механизма управления производством.
