Animal welfare standards in fallow deer (Dama dama) farming: regulatory compliance in European Union and Serbia

Fallow deer (Dama dama), in particular, have been chosen as a farm species in Europe due to their longevity, resistance to disease, hardiness in winter, ease of breeding, as well as high meat quality. Fallow deer meat is rich in protein and low in fat and cholesterol and thus is a source of lean and healthy venison. Although currently there are no registered Fallow deer farms in Serbia, it is important to lay the foundations for the future and get prepared for the European Union accession process. For this reason, we hereby provide a scientific investigation and a short analysis of the existing legislation in the European Union, making a comparison with the Serbian regulation concerning the establishment, functioning and management of Fallow deer farms. In this paper, we compare the two sets of laws (European and Serbian) in order to highlight inadequacies and suggest possible improvements. Serbian legislation, in fact, appears to be vague and unspecific about the matter probably also due to the lack of Fallow deer farms within the country. As an example, in the Animal welfare law in Serbia it is not present any definition of deer or wild game farm. Consequently, there are no guidelines about the conditions of accommodation, housing, feeding, management and handling. Also, in the Regulation about animal transport there is a lack of rules about the transport of wildlife (or game animals) as well as on the provision of relevant certificate of competence for drivers or handlers. We concluded that, being in the process of accession to the European Union, Serbia needs to harmonize its legislation to the one in force in the Union
