Improvement of mechanisms of innovative activity management in AIC | Совершенствование механизмов управления инновационной деятельностью в АПК

إنجليزي. The objects of innovation management in the AIC are organizations, institutions and enterprises of the AIC, and the subjects are the AIC managerial bodies. Three is a control algorithm for innovative activity (IA): to define objectives; to define managerial factors influenced by managerial authority; to select method of affecting them. The AIC innovative potential depends on some factors (material resources, labor power, production, science, institutions, infrastructure, finances, and consumers). The results of IA of the Krasnodar Territory have been analyzed according to the 2013-2018 data. The infrastructure of support to innovative activity in the Territory is represented by 40 organizations. The success rate of introduction innovations depends on a method for financing investments. Nor all enterprises are able to fulfill the conditions of receiving required investments. To increase the efficiency of state support to the AIC, it is proposed to develop the leasing activity, to create conditions to reduce risks in the AIC, to improve the use of financial tools. Reducing the number of administrative barriers will result in the growing interest of investors in realizing innovative projects. To improve the IA management in the AIC, it is necessary to rationally combine the state financing of agrarian science and developing IA in agrarian business. Improving the mechanism for managing the IA in the AIC will contribute to achieving the goal for the industry - ensuring the food security of the country and the domestic food market. The formation of mechanisms for managing the IA of agricultural enterprises in modern conditions based on the introduction of innovative developments will allow achieving competitive advantages; it will increase the level of intensification of production and processing of agricultural products, and maximize profits in all sectors of the agricultural complex.

الروسية. Объектами управления инновациями в АПК являются организации, учреждения и предприятия АПК, а субъектами выступают органы управления АПК. Существует алгоритм управления инновационной деятельностью (ИД): определение целей; определение управленческих факторов, на которые влияет руководство; отбор методов воздействия на них. Инновационный потенциал АПК зависит от ряда факторов (материальные ресурсы, рабочая сила, производство, наука, учреждения, инфраструктура, финансы, потребители). Проанализированы результаты ИД в АПК Краснодарского края по данным за 2013-2018 гг. Инфраструктура поддержки инновационной деятельности в крае представлена 40 организациями. Успешность внедрения инноваций зависит от метода финансирования инвестиций. Не все предприятия в состоянии выполнить условия получения необходимых инвестиций. Для повышения эффективности государственной поддержки АПК предложено развивать лизинговую деятельность, создать условия для снижения рисков в АПК, совершенствовать использование финансовых инструментов. Снижение числа административных барьеров повлечет за собой рост заинтересованности инвесторов в реализации инновационных проектов. Для совершенствования управления ИД в АПК необходимо рационально сочетать государственное финансирование аграрной науки и развитие ИД в аграрном предпринимательстве. Совершенствование механизма управления ИД в АПК будет способствовать достижению поставленной для отрасли цели – обеспечению продовольственной безопасности страны и внутреннего рынка продовольствием. Формирование механизмов управления ИД предприятий АПК в современных условиях на основе внедрения инновационных разработок позволит достичь конкурентных преимуществ, обеспечит повышение уровня интенсификации производства и переработки продукции сельского хозяйства, максимизации прибыли во всех отраслях АПК.
