Functioning and development of the processing sphere of meat sub complex in the Russian Federation | Функционирование и развитие перерабатывающей сферы мясопродуктового подкомплекса Российской Федерации

إنجليزي. The domestic meat-producing sub-complex plays an important role in the formation and strengthening the position of agriculture nationally and globally. In the context of the implementation of global integration processes, strengthening the export potential of the RF, as well as the escalation of economic and political tensions, sectoral management structures need to form and implement a comprehensive socio-economic plan, focused on the solution of interrelated tasks, in terms of achieving a stability and a positive trend in the adaptive development of meat sub-complex, in view of crisis conditions, risk factors and uncertainty. Based on this strategic setting, an important tool for achieving the objectives is a comprehensive analysis and assessment of the features of the functioning and trends of developing the processing sphere of the latter. There is given a study of the efficiency of functioning the raw material base, production sphere, industry market, export-import balance, as well as plans, objectives and tools of import substitution policy implemented in this industry segment of the national economy. Priorities of the development of meat production are to increase the quality and level of commodity supply, technical re-equipment, to improve the resource efficiency, the growth of the revenue position and competitiveness of products, to enhance the transport and logistic infrastructure; to increase the personnel skills, to improve cooperation and integration processes, to introduce advanced technical regulations and standards, to increase the cooperation level of the production sphere with the scientific and educational sphere to train professional personnel and to effectively introduce scientific developments into the production sphere. Of particular importance and scientific value are the objectives of the complex development of meat production in the RF; measures to improve the competitiveness of domestic enterprises and products; the main tasks of the forming development of commodity and logistics infrastructure of the domestic market of meat and meat raw materials, as well as the direction of development of meat production on the basis of innovative approaches and solutions.

الروسية. Отечественный мясопродуктовый подкомплекс играет важную роль в становлении и укреплении позиций АПК как на национальном, так и на мировом уровне. Отраслевым управленческим структурам необходимо сформировать и реализовать комплексный план действий социально-экономического характера, ориентированный на достижение пропорционально-сбалансированной устойчивости и адаптивного развития мясопродуктового подкомплекса с учетом кризисных явлений, факторов риска и неопределенности. Исходя из данной стратегической установки, важным инструментом достижения поставленных целей и задач является комплексный анализ и оценка особенностей функционирования и тенденций развитие перерабатывающей сферы последнего. Проведено исследование эффективности функционирования сырьевой базы, производственной сферы, отраслевого рынка, экспортно-импортного баланса, а также планы, цели, задачи и инструменты политики импортозамещения, реализуемой в данном отраслевом сегменте народного хозяйства. Приоритетами развития мясного производства являются повышение качества и уровня сырьевого обеспечения; техническое переоснащение; повышение ресурсоэффективности; рост доходности и конкурентоспособности продукции; совершенствование транспортно-логистической инфраструктуры; повышение квалификации персонала; совершенствование кооперационно-интеграционных процессов; внедрение передовых технических регламентов и стандартов; повышение уровня сотрудничества производственной сферы с научно-образовательной для подготовки профессиональных кадров и эффективного внедрения научных разработок в производственную среду. Особое значение имеют проработанные цели и задачи комплексного развития мясного производства в РФ; мероприятия по повышению конкурентоспособности отечественных предприятий и продукции; основные задачи формирующего развития товаропроводящей и логистической инфраструктуры отечественного рынка мяса и мясного сырья, а также направления развития мясного производства на основе инновационных подходов и решений.
