Capacity of the Russian market of vegetable crops is the basis of planning their production | Емкость российского рынка овощебахчевых культур - основа планирования их производства

إنجليزي. Свежие овощи и фрукты – неотъемлемая часть рациона питания современного человека. Фактическое потребление овощей в Российской Федерации не соответствует физиологически минимальной норме, рекомендованной ВОЗ (146 кг/год на человека) и составляет около 40% от нее. Существует необходимость увеличения потребления фруктов и овощей населением России. В ходе исследования использованы материалы официальной статистики и ряда российских и зарубежных аналитических компаний, на основе чего сделаны расчеты и выводы. Установлено, что фактическое потребление овощей разнится со статистическим и остаётся значительно ниже минимального. Методика расчёта Росстатом фактического потребления овощебахчевой продукции нуждается в корректировке. Преувеличена роль хозяйств населения и их доля в формировании ёмкости рынка товарных овощей. Данные Росстата говорят о дефиците овощей, который, вероятно, восполняется нелегальным импортом. Косвенно это приводит к отсутствию мотивации в стимулировании развития собственного овощеводства и занятости сельского населения. Улучшить обеспеченность населения России овощами могло бы, в частности, налаживание отечественного семеноводства овощных культур. Этого реально достичь привлечением потенциала и материальной базы существующих научных учреждений. Обеспечение уровня потребления овощей населением до норм, рекомендованных научной медициной, является одной из важных государственных задач, затрагивающих аспекты здравоохранения, устойчивого развития отраслей овощеводства и семеноводства и развития сельских территорий, импортозамещения и в целом обеспечения продовольственной безопасности страны.

الروسية. Fresh vegetables and fruit are an integral part of modern human diet. The actual consumption of vegetables in the Russian Federation does not meet the physiologically minimum rate recommended by the WHO (146 kg/year per human), which is about 40% of it. There is a need to increase the consumption of fruits and vegetables by the population of Russia. During the study there were used the materials of official statistics and a number of Russian and foreign analytical companies, on the basis of which calculations and conclusions were made. It has been found that the actual consumption of vegetables varies from the statistical one and remains significantly below the minimum one. The calculation procedure by the Rosstat of actual consumption of vegetable cucurbits needs correcting. The role of farmsteads and their share in forming the market capacity of commercial vegetables are overstated. The Rosstat data say about deficit of vegetables, which is probably competed by clandestine importation. This indirectly leads to the absence of motivation in stimulating the development of own vegetable growing and employment of the rural population. Especially the setting up of domestic vegetable-seed industry could improve the vegetable supply of the population. This is really to achieve by attracting the potential and material resources of the existing scientific institutions. Ensuring the level of consumption of vegetables by the population to the standards recommended by scientific medicine is one of the important state tasks affecting the aspects of health care, sustainable development of vegetable and seed production industries and rural development, import substitution and, in general, food security of the country.
