Совершенствование системы управления деятельностью в организациях АПК / Improvement of management activity system in the organizations of Agro-Industrial Complex

The article discusses approaches to the definition of the category “management system of organizations”. The research methodology is based on a systematic approach using general scientific methods of analysis, synthesis, comparison and generalization. The conducted studies made it possible to clarify the content of the category “management system of the agro-industrial complex organizations” as a set of interconnected components of the control subsystem, including state and organizational and economic management bodies, their competencies, functions, principles, methods, forms, technologies and tools for influencing processes, related to production, sales, financing, investment and innovation. It is proposed to consider the management of the agro-industrial complex organizations as a complex system with the allocation of basic properties such as dynamism, openness and stochasticity. The agro-industrial complex organizations simultaneously take part in various processes of self-organization of the economy, are elements of a self-regulating system and the environment. This allows to conclude that subsystems do not have clear boundaries. Self-organization of the management system of the agro-industrial complex organizations arises from the cooperation of lower-level economic entities with each other, their cooperation with economic institutions and economic institutions with each other. /Рассмотрены подходы к определению категории «система управления деятельностью организаций АПК». Методология исследования основана на системном подходе с использованием общенаучных методов анализа, синтеза, сравнения и обобщения. Проведенные исследования позволили уточнить содержание категории «система управления деятельностью организаций АПК» – как совокупность связанных между собой компонент управляющей подсистемы, включающих государственные и организационно-хозяйственные органы управления, их компетенции, функции, принципы, методы, формы, технологии и инструменты воздействия на процессы, связанные с производством, сбытом, финансированием, инвестированием и инновациями. Предложено управление деятельностью организаций АПК рассматривать как сложную систему с выделением следующих основных свойств: динамичность, открытость и стохастичность. Организации АПК одновременно принимают участие в различных процессах самоорганизации экономики, являются элементами саморегулирующейся системы и окружающей среды, что позволяет сделать вывод о том, что подсистемы не имеют четких границ. Самоорганизация системы управления организациями АПК возникает из кооперации экономических субъектов нижестоящего уровня друг с другом, их кооперации с экономическими институтами и экономических институтов между собой.
