Современное состояние и правовое регулирование агротуризма в России / Current state and legal regulation of agro-tourism in Russia

الروسية. The article gives the analysis of the experience agro-ecotouristic activity development in Russia. The authors of the article used general logical methods of cognition (analysis and synthesis, generalization, induction and deduction, etc.). The publications of domestic and foreign scientists, regulatory legal acts of the Russian Federation were used as source materials. The existing legal and regulatory framework governing this type of activity was studied and analyzed. The scientific and pedagogical base of the country was evaluated, a set of options for further development of agroecotourism was determined and a number of constraints were identified. The results of these studies showed that the fundamental goal of the development of the agroecotourism in Russia is the preservation and constant reproduction of the available resources of rural areas, which will make it possible to create a competitive, highly efficient, and therefore profitable, up-to-date tourism sector of the country that satisfies the citizens' right to rest. The most important tasks for the future development of the analyzed industry were considered. /Проведен анализ опыта развития агроэкотуристической деятельности в России. При написании статьи авторами использовались общелогические приемы познания (анализ и синтез, обобщение, индукция и дедукция и др.) Исходным материалом послужили публикации отечественных и зарубежных ученых, нормативные правовые акты Российской Федерации. Изучена и проанализирована имеющаяся нормативная правовая база, регулирующая данный вид деятельности. Оценена научно-педагогическая база страны, определена совокупность вариантов дальнейшего развития агроэкотуризма, а также выявлен ряд сдерживающих факторов. Проведенные исследования позволяют заключить, что фундаментальной целью развития агроэкотуризма в России является сохранность и постоянное воспроизводство имеющихся ресурсов сельских территорий, что даст возможность создания конкурентоспособного, высокоэффективного, а значит, и доходного, идущего в ногу со временем туристического сектора страны, удовлетворяющего права граждан на отдых. Рассмотрены важнейшие задачи для перспективного развития анализируемой отрасли.
