Développement économique local : de la montagne aux territoires | Local economic development: from mountain to territories

La montagne a été pendant quelques décennies l'objet d'une politique spatiale qui tentait de prendre à contre pied l'organisation sectorielle largement dominante dans les domaines économique et politique. Les théoriciens comme les techniciens militaient pour le renforcement de la capacité d'adaptation des montagnards en articulant les diverses ressources locales aux opportunités extérieures. Après coup, on peut constater que cette politique préfigure l'approche territoriale qui met effectivement l'accent sur les combinaisons de facteurs, économiques et culturels d'une part, internes et externes d'autre part, dans les processus de développement. A l'heure où la montagne s'efface au profit des territoires, il est permis de penser que la montagne, du fait de sa position marginale, a été un laboratoire d'idées pour les nouvelles politiques d'aménagement du territoire.

إنجليزي. For several decades, the mountain has been the object of a spatial policy which counterbalanced the sectorial organization, widely dominant in economic and political domains. The theorists, like the technicians, argued for the reinforcement of the adaptation capacity of mountain dwellers in adapting the various local ressources to the external opportunities. Afterwards, we can note that this policy prefigures the territorial approach which actually puts the accent on the combinations of economic and cultural factors on one part, and the internal and external factors for the other part, in the development processus. At the time when the mountain leaves the way to the territory, it is possible to think that the mountain, due to its marginal position, has been a laboratory of ideas for the new policies of national development.
