Study carried out to strengthen Latvian agricultural and food businesses and provide an opportunity for them to prepare for a possible sudden food system restructuring during and after the crisis. The study analyses the options for restoring food chains following the economic constraints imposed by Covid-19. The aim of the study is to analyse food supplies of local (Latvian) producers the resilience of chains by strengthening Latvia's food self-sufficiency, allowing businesses prepare for a possible sudden restructuring of food systems in times of crisis and after it. The tasks of the study are: (1) Assessment of the resilience of local and global food supply chains during and after the Covid-19 crisis; (2) Fruit grown in Latvia; and assessment of seasonal availability of vegetables in the provision of everyday well-fledged food and processing raw materials; (3) providing solutions and recommendations for food economic operators in the sector, policy makers. The methodological framework of the study is based on the Delphi method, providing multiple involvements of experts and industry representatives in the various study data in the extraction and analysis phases, as well as obtaining qualitative and quantitative measurements which, at each stage of the study, promptly allowed further analysis. The implementation of such an approach allowed extensive information to be gathered on the crisis caused by the Covid-19 pandemic in Latvia in spring 2020 and its consequences in order to identify developments scenarios in food chains during pandemic crises, impact of different risks on them and develop solutions for risk prevention/mitigation.
