الروسية. Не исключено, что в результате климатических воздействий существующие зоны с.-х. производства могут поменять свое географическое расположение. Эти процессы рассматривают в качестве фактора, способного вызвать значительные сдвиги в структуре продовольственных балансов многих стран, повлиять на мировые рынки с.-х. продукции. Стратегическое направление развития аграрного сектора России – наращивание его экспортного потенциала. При этом периоды реализации экспортного потенциала и темпы климатической динамики могут оказаться вполне соразмерными. Выявлена взаимосвязь основных параметров стратегического развития региональных агропродовольственных систем с возможными вариантами экспортной политики. Для исследования варианта агропродовольственной политики, направленной на стимулирование экспорта из регионов России, разработана экономико-математическая модель. Дано математическое описание основных зависимостей модели. Выпуск экспортно-ориентированной продукции задан в виде производственной функции, зависящей от агрегированного ресурса, целевое субсидирование которого рассматривается в качестве регулятора, стимулирующего дополнительные объемы экспорта продовольствия. При этом реинвестирование части прибыли производителя экспортно-ориентированной продукции обеспечивает режим его расширенного воспроизводства. Влияние экспорта на мировые цены предполагается незначительным, что устраняет необходимость рассмотрения задачи рыночного равновесия. Зависимость коэффициента масштаба производственной функции от климата служит элементом сценария и задается функцией времени с положительными или отрицательными темпами роста в зависимости от рассматриваемого сценария. Важная составная часть стимулирования экспорта – проектирование эффективного и устойчивого госрегулятора. Эта процедура сведена к решению экстремальной проблемы по критерию максимизации прибыли производителя экспортно-ориентированной продукции с учетом ограничения по бюджетной эффективности проекта.

إنجليزي. It is not improbable that as a result of climatic influences, existing agricultural production zones can change their geographical location. These processes are considered as a factor that can cause significant shifts in the structure of food balances of many countries and affect global agricultural markets. The strategic direction of the development of the agricultural sector of Russia is to build up its export potential. At the same time, the periods of realization of export potential and the pace of climate dynamics may turn out to be quite proportional. Revealed is the relationship of the main parameters of the strategic development of regional agri-food systems with possible options for export policy. To study a variant of agri-food policy aimed at stimulating exports from Russian regions, an economic and mathematical model has been developed. Given is a mathematical description of the main dependencies of the model. The output of export-oriented products is set in the form of a production function depending on the aggregated resource, targeted subsidizing of which is considered as a regulator that stimulates additional volumes of food exports. At the same time, reinvestment of part of the profit of the manufacturer of export-oriented products ensures the mode of its expanded reproduction. The impact of exports on world prices is assumed to be insignificant, which eliminates the need to consider the problem of market equilibrium. The dependence of the scale factor of the production function on the climate serves as an element of the scenario and is determined by the function of time with positive or negative growth rates depending on the scenario under consideration. An important component of export promotion is the design of an effective and sustainable state regulator. This procedure is reduced to solving an extreme problem by the criterion of maximizing the profit of the manufacturer of export-oriented products, taking into account restrictions on the budgetary effectiveness of the project.
