الروسية. Рассматриваются проблемы стратегического управления аграрным сектором России. Научное сообщество характеризует сущность категории "стратегическое управление" как программу действий на длительный период. В развитии с.-х.экономики оно имеет разные по содержанию направления воздействия, обусловленные изменением экономического базиса и дифференциацией продукционных (рентных) возможностей с.-х. производства регионов, которые обострились деспециализацией и дезинтеграцией в рыночных условиях. Такое положение выводится из неадаптивной аграрной макроэкономической политики, которая, не учитывая особенности аграрного воспроизводства, пустила межотраслевые экономические отношения в свободное рыночное плавание. Возникшие проблемы обусловлены несовершенством рынка, фетишизацией частной, особенно земельной собственности с куплей-продажей и родимыми пятнами феодализма, отчуждающего её от землепользования, а также абсолютизацией значения крупных форм аграрного производства. В последних, а также в перерабатывающей и ресурсообеспечивающей промышленности большую роль играет иностранный капитал, что несет социальные, экономические, экологические и эпидемические риски, когда на местах ликвидируются системообразующие предприятия. Обосновывается необходимость разработки ученым сообществом и макроэкономическим руководством новой научно-обоснованной парадигмы стратегического управления с.-х. производством, исходящей из современного развития производительных сил, которым тесны рамки аграрных и нерегулируемых рыночных отношений. В связи с этим Министерству сельского хозяйства России рекомендуется осуществить переход к модели комплексного управления инновационной направленности на основе проблемно-функционального подхода.

إنجليزي. Considered are the problems of strategic management of the agricultural sector of Russia. The scientific community characterizes the essence of the category "strategic management" as a long-term action programs. In the development of the agricultural economy, it has different directions of impact, due to a change in the economic basis and the differentiation of the productive (rental) opportunities of agricultural production of regions, which have been aggravated by despecialization and disintegration in market conditions. This situation is derived from non-adaptive agrarian macroeconomic policies, which, without taking into account the peculiarities of agrarian reproduction, have allowed intersectoral economic relations into free market navigation. The problems encountered are caused by imperfection of the market, the fetishization of private, especially land ownership with the purchase and sale and the birthmarks of feudalism, alienating it from land use are results as well as the absolutization of the importance of large forms of agrarian production. In the latter, as well as in the processing and resource-providing industries foreign capital plays a large role, which carries social, economic, environmental and epidemic risks when systemically important enterprises are locally eliminated. There is substantiated the need for the scientific community and the macroeconomic leadership to develop a new scientifically based paradigm for strategic management of agricultural production, which comes from the modern development of productive forces, which are close to the framework of agrarian and uncontrolled market relations. In this regard, the Ministry of Agriculture of Russia is recommended to carry out the transition to a model of integrated innovation management based on a problem-functional approach.
