To the question of the formation and regulation of prices in the agro-industrial complex | К вопросу о формировании и регулировании цен в АПК

الروسية. Рассмотрены проблемы формирования и регулирования цен и ценовых отношений в АПК и на продовольственном рынке. Отмечено, что в современных условиях ценообразование основано на затратном и рыночном подходах. Выявлена существенная динамика роста себестоимости с.-х. продукции, которая находит свое отражение в росте цен ее реализации. В то же время рост цен в сельском хозяйстве за последние годы был существенно меньше, чем в других отраслях АПК и на потребительском рынке. Проведен анализ институциональной среды по регулированию цен и ценовых отношений в АПК, выявлено, что цены в АПК практически не регулируются, а применяемые отдельные меры носят точечный ситуационный характер. В этой связи Президентом России поручено обеспечить разработку долгосрочных рыночных механизмов, гарантирующих предсказуемость цен на товары, насыщение внутреннего рынка качественной продукцией. Подчеркивается, что оптимизация ценовых отношений в АПК состоит из совокупности мер по регулированию ценовых соотношений между ресурсообеспечивающими отраслями и сельским хозяйством, пищевой промышленностью и торговлей на внутреннем и внешних рынках. На этой основе разработана комплексная система мер, направленная на стабилизацию ценовой ситуации на агропродовольственном рынке России. В частности, предлагается ввести более жесткое регулирование цен (установление предельных оптовых и розничных надбавок, а также надбавок импортеров) на социально значимые продовольственные товары, а также расширить их перечень. Отмечено, что существенный рост цен на продовольствие наряду со снижением реальных доходов населения может привести к росту социально-экономической напряженности. Поэтому стабилизация ценовой ситуации на агропродовольственном рынке невозможна без обеспечения платежеспособного спроса, т.е. повышения уровня жизни населения, особенно его социально незащищенных слоев.

إنجليزي. There have been considered the problems of formation and regulation of prices and price relations in the agro-industrial complex (AIC) and on the food market. It is noted that in modern conditions, pricing is based on cost and market approaches. There has been revealed a significant dynamics of growth in the cost of agricultural products, which is reflected in the increase in sales prices. At the same time, the rise in prices in agriculture in recent years has been significantly less than in other areas of the AIC complex and on the consumer market. There has been analyzed the institutional environment for the regulation of prices and price relations, which showed that only a few measures are used to regulate prices in the agro-industrial complex. In this regard, the President of Russia has instructed to ensure the development of long-term market mechanisms that guarantee the predictability of prices for goods, saturation of the domestic market with quality products. It is emphasized that the optimization of price relations in the AIC consists of a set of measures to regulate the price ratios between resource-supplying industries and agriculture, the food industry and trade in the domestic and foreign markets. On this basis, there has been developed a comprehensive system of measures aimed at stabilizing the price situation in the agrifood market in Russia. In particular, it is proposed to introduce stricter regulation of prices for socially significant food products (setting maximum wholesale and retail mark-ups, mark-ups of importers), as well as expand the list of such goods. The article also notes that significant increase in food prices, along with a decrease in real incomes of the population, can lead to an increase in socio-economic tension. Therefore, the stabilization of the price situation in the agrifood market is impossible without ensuring effective demand, i.e. raising the standard of living of the population, especially its socially unprotected population.
