Проблемы и перспективы развития кооперации в сельском хозяйстве приграничных геостратегических территорий | Problems and prospects of development of cooperation in agriculture of border geostrategic territories

There are considered the problems and prospects for the development of agriculture in border geostrategic territories, where for the period 2016-2020 the share of small businesses (SB) accounted for 50% of the products created. Combining efforts on the basis of cooperation increases the efficiency of activities and ensures the sustainability of SB. Entering a cooperative, its potential members must clearly understand what problems can be solved by participating in the activities of this cooperative, their responsibility for the obligations of the cooperative should be limited. The analysis shows that the growth in the number of cooperatives in most regions is associated with the possibility of receiving state support, the cooperatives created in this way are not viable, only 2/3 of the total number of registered cooperatives carry out any activity. A limiting factor, in addition to the undeveloped economic theory of cooperation and the current legislation, is the ineffective state policy in relation to cooperation, the absence of a state program for the development of cooperation in agriculture in the medium and long term. The growth in the number of cooperatives and their impact on the development of SB in certain regions (the Lipetsk, Tyumen regions) are associated with existing regional programs, coordinated actions of regional ministries and representatives of cooperatives, and the construction of agricultural cooperative markets. Export of agricultural products by cooperatives is one of the promising areas for the development of SB in border geostrategic territories. When implementing this direction, cooperatives are faced with the monopoly behavior of agricultural holdings and trading companies with effective business models and recognizable trademarks. The experience of foreign countries indicates that it is necessary to improve the efficiency of the financial and organizational mechanism for supporting cooperatives, stimulating the development of export-oriented cooperatives.

Рассматриваются проблемы и перспективы развития сельского хозяйства приграничных геостратегических территорий, где за период 2016-2020г.г. на долю малых форм хозяйствования (МФХ) приходилось 50% всей произведенной продукции. Объединение усилий на основе кооперации повышает эффективность деятельности и обеспечивает устойчивость МФХ. Вступая в кооператив его потенциальные члены должны четко представлять какие проблемы возможно решить, участвуя в деятельности данного кооператива, их ответственность по обязательствам кооператива необходимо ограничить. Анализ показывает, что рост числа кооперативов в большинстве регионов связан с возможностью получить государственную поддержку, созданные таким образом кооперативы не являются жизнеспособными, только 2/3 из общего числа зарегистрированных кооперативов осуществляют какую-либо деятельность. Существенным сдерживающим фактором, помимо неразработанной экономической теории кооперации и действующего законодательства, является неэффективная государственная политика в отношении кооперации, отсутствие государственной программы развития кооперации в сельском хозяйстве на среднесрочную и долгосрочную перспективу. Рост числа кооперативов и влияние их на развитие МФХ в отдельных регионах (Липецкая, Тюменская область) связаны с действующими региональными программами, скоординированными действиями региональных властей и представителей кооперативов, строительством с.-х. кооперативных рынков. Экспорт с.-х. продукции кооперативами – одно из перспективных направлений развития МФХ приграничных геостратегических территорий. При реализации этого направления кооперативы сталкиваются с монопольным поведением агрохолдингов и торговых компаний, имеющих эффективные бизнес-модели и узнаваемые товарные знаки. Опыт зарубежных стран свидетельствует о том, что необходимо повышать эффективность финансового и организационного механизма поддержки кооперативов, стимулируя развитие экспортоориентированных кооперативов.
