The mechanism of formation of organizational and managerial relations at agricultural enterprises in the context of system integration | Механизм формирования организационно-управленческих связей в организациях АПК в условиях системной интеграции

In modern economic and political conditions, the most important aspect for study is the search for the most effective solutions to improve the efficiency of functioning the sectors of the agro-industrial complex that are strategically important for ensuring the economic independence of the state. The most important place in this issue is occupied by the grain product subcomplex, which determines the degree of food independence of the country's regions. A relevant tool for increasing the competitiveness of agricultural production is system integration. There is considered an example of a successful integration association in the grain product subcomplex of the Saratov region, these are partially interacting on integration principles in the full cycle of production and marketing "grain - flour - bakery products": CJSC "Zolotoy Vek" (agricultural commodity producer), CJSC "Balakovokhleb" (processor – bakery complex) of the Balakovo region and trade organizations of the region. Calculations showed that the mutually beneficial alliance, well-established organizational and production relations of these enterprises led to high results of their activities. There has been developed a mechanism for an organizational subsystem for the integration of agricultural, processing and marketing enterprises in the region, which is based on an approach to building matrix management structures that are flexible and able to function effectively in multitask mode. The achievement of a synergistic effect occurs due to the optimization of organizational and managerial relations and financial flows at the level of production units, which become the determinant elements of the system with a clearly regulated mechanism for controlling the reproduction process. The study of the experience of integration formations allowed determining the procedure for building organizational and managerial relations in similar formations of the grain production subcomplex at the general integration and internal management levels, with reference to the specifics of the organizational and production structure and the composition of management entities.

В современных экономико-политических условиях важнейшим аспектом для исследований является поиск наиболее эффективных решений для повышения эффективности функционирования стратегически значимых для обеспечения экономической самостоятельности государства отраслей АПК. Важное место в этом вопросе занимает зернопродуктовый подкомплекс, определяющий степень продовольственной независимости регионов страны. Актуальным инструментом повышения конкурентоспособности производства с.-х. продукции является системная интеграция. Рассмотрен пример успешного интеграционного объединения в зернопродуктовом подкомплексе Саратовской области – частично взаимодействующие на интеграционных принципах в полном цикле производства и сбыта "зерно – мука – хлебобулочные изделия": ЗАО "Золотой век" (сельхозтоваропроизводитель), ЗАО "Балаковохлеб" (переработчик – хлебокомбинат) Балаковского района и торговые организации области. Расчеты показали, что взаимовыгодный союз, отлаженные организационно-производственные связи данных предприятий привели к высоким результатам их деятельности. Разработан механизм организационной подсистемы при интеграции с.-х., перерабатывающих и сбытовых предприятий в регионе, в основе которого применен подход к построению матричных структур управления, обладающих гибкостью и способностью эффективно функционировать в режиме многозадачности. Достижение синергетического эффекта происходит благодаря оптимизации организационно-управленческих связей и финансовых потоков на уровне производственных подразделений, которые становятся детерминантными элементами системы с четко регламентированным механизмом регулирования воспроизводственного процесса. Изучение опыта работы интеграционных образований позволило определить порядок построения организационно-управленческих связей в подобных формированиях зернопродуктового подкомплекса на общеинтеграционном и внутреннем уровнях управления с учетом специфики организационно-производственной структуры и состава субъектов управления.
