Установление и комплексное использование критериев оценки эффективности различных видов ресурсов агромелиоративных систем | Establishment and integrated use of criteria for assessing the efficiency of different types of resources of agromeliorative systems

الروسية. Объектом исследований являлись агромелиоративные системы (АС) в разрезе основных видов их ресурсов. Цель исследования - обоснование, оценка и комплексное использование перманентно взаимодействующих между собой: природных, хозяйственных, трудовых, финансовых, инвестиционных и инфраструктурных ресурсов АС в качестве критериев оценки их эффективности. Методами комплексного и системного анализа выделены основные виды ресурсов АС, выполнен основанный на комплексной оценке показателей количественный и качественный анализ, как наличия этих ресурсов, так и эффективности их использования, предложен авторский подход к оцениванию различных видов ресурсов АС и эффективности их использования. На первом этапе сформирована система критериев для оценки наличия различных видов ресурсов АС, учитывающая не только количественную составляющую, но и качественную, отражающую эффективность использования отдельных видов ресурсов, обеспеченность АС данными видами ресурсов, на втором – определены единичные показатели различных видов ресурсов АС для каждого фактора производства, которые консолидированы в групповой индекс эффективности, на третьем – выполнена оценка эффективности использования ресурсов АС на основе предложенных показателей, а на четвертом – проведено ранжирование АС и сформулированы рекомендации по повышению эффективности использования ресурсов АС. Отмечен синергетический эффект, возникающий в результате совместного влияния агроресурсных составляющих: современных агротехнологий, селекции и влагообеспеченности, выявленный и обоснованный изменением урожайности зерновых культур (исключая рис) и риса в России, а также среднегодовыми темпами прироста урожайности риса и зерновых культур за период 1990–2017 гг.

إنجليزي. The object of research was agromeliorative systems (AS) in the context of the main types of their resources. The aim of the study is to substantiate, assess and comprehensively use the permanently interacting natural, economic, labor, financial, investment and infrastructural AS resources as criteria for assessing their effectiveness. Using the methods of complex and system analysis, the main types of AS resources were identified, a quantitative and qualitative analysis based on a comprehensive assessment of indicators of both the availability of these resources and the efficiency of their use was carried out, the author's approach to assessing various types of resources of AS and the efficiency of their use was proposed. At the first stage, a system of criteria was formed to assess the availability of various types of AS resources taking into account not only the quantitative component, but also the qualitative one, reflecting the efficiency of using certain types of resources, the provision of AS with these types of resources; at the second stage, individual indicators of various types of AS resources were determined. For each factor of production, which are consolidated into a group efficiency index, on the third stage the efficiency of using the resources of AS was assessed based on the proposed indicators, and on the fourth stage, the ranking of AS was carried out and recommendations were formulated to improve the efficiency of using the resources of AS. A synergistic effect is noted that arises as a result of the joint influence of agro-resource components: modern agricultural technologies, selection and moisture supply, revealed and substantiated by the change in the yield of grain crops (excluding rice) and rice in Russia, as well as the average annual growth rate of the yield of rice and grain crops for the period 1990–2017.
