It is traditional for the public sector, including all the government and semi-government agencies involved in livestock production and health, to employ three categories of trained personnel. These are: 1) professional or managers; 2) sub-professional or supervisors; 3) operatives. This paper deal mainly with the professional and sub-professional groups, their training and utilization in the livestock sector
