The occurrence of a disease in a location depends predominantly on the weather conditions, provided host and inoculum are present. An assessment of the risk of seed-borne pathogens causing an epidemic after introduction into new areas could help with decisions on seed quarantine. The climatic data of areas where a large acreage of rice is grown were statistically evaluated. Areas where bacterial leaf blight (Xanthomonas campestris pv. oryzae) is endemic were compared by stepwise discriminant analysis (SDA) to areas where the disease has not been reported. A risk assessment based on mean daily maximum temperature in month 1, mean daily minimum temperature in month 2, and mean precipitation in month 3 of the vegetation could be made. The methods is also applicable to other crops and pathogens
