Testing and authorization of plant protection products in the Federal Republic of Germany

As only about 5% of the population still have any knowledge of agricultural or horticultural practices, the use of pesticides is generally not well understood or is even rejected by many people. However, only few consumers are prepared to pay more or accept a lower standard of appearance of agricultural products produced without the aid of pesticides. Even fewer people would be willing to carry out weeding in return for a low income. To protect consumers and the environment from potential dangers, the authorization and application of plant protection products are subjected to tight regulations. According to article 15 of the Plant Protection Act, conditions for the Federal Biological Research Centre to authorize and applicant's product include that examination of the plant product shows that: 1. the plant protection products is sufficiently effective in the light of scientific knowledge and technique, 2. precautions necessary for protection of human and animal health in dealings with dangerous materials do not require otherwise, and 3. the plant protection products, when used for its intended purpose and in the correct manner, or as a result of such use, a) does not have any harmful effects on human and animal health or on the groundwater, and b) does not have any other effects, particularly with regard to the natural balance, which are not justifiable in the light of the present state of scientific knowledge
