[The incongruities in CAP [common agricultural policy] reform. The case of the new O.C.M. [common market organization] as to the vine-growing field [Italy]]

To understand the reform's reasons of the EEC in the wine sector, it is described the evolution of the wine production and consumption in the world and in the European Community starting from 1970. It is analyzed then the complicated E.E.C. policy for the wine sector and modification proposals that will be introduced in 1994. Among the different proposals are emphasized those concerning the quality wines and also those for the wine made with an increase of saccharose. From the analysis of those reform proposals, some incongruities emerge between the reform's aims, such as the reduction of wine production, and some chosen means, that, on the contrary, push the winegrowers to increase the amount's demanded without taking into account the requirements of an improvement of the quality production

Per comprendere le motivazioni della riforma della politica comunitaria nel comparto vino, viene descritta l'evoluzione della produzione e del consumo del vino nel mondo e nella Comunita' Europea dal 1970. Viene analizzata quindi la complessa politica della C.E.E. per il comparto vino e le proposte di modifica da introdurre nel 1994. Fra le proposte sono evidenziate quelle relative ai vini di qualita' e quelle per l'arricchimento del vino con l'aggiunta di saccarosio. Dall'analisi delle proposte di riforma emergono le incongruenze fra gli obiettivi della riforma stessa (riduzione della produzione di vino) e alcuni dei mezzi adottati, che invece spingono i produttori ad aumentare il volume dell'offerta senza tener conto dell'esigenza di migliorare la produzione di qualita'
