Less than 10 percent of the Illawarra region is regarded as prime crop and pasture land, a fact which allows for non-agricultural developments to proceed without alienating the best agriculture land. Recommendations include: refining the planning framework of the Illawarra Regional Plan no. 1; the zoning of rural small holdings should be within lower quality areas; significant contiguous prime land should be zoned as "Agricultural protection zones"; and councils should enforce appropriate conditions of development ensuring that local development costs are not passed on to local ratepayers.
