The study examines the development of fish farming in Malawi from 1908, when trout was introduced in the Mulunguzi Stream on Zomba Plateau. It traces the evolution of the official policy governing fish farming, its implementation, and its successes and failures in the country. It traces the origins and development of fish farming policy and the emergency of the Department of Game, Fish and Tsetse Control, which was to be responsible for the execution of the policy. It gives a description of the work of the Department. It analyses the successes and failures of fish farming in the 1950s and 1960s and finally provides suggestions on the means of avoiding earlier mistakes and, therefore, ways of improving the newly established farms
