National drought policy & strategy

This document is the final drought policy as released in November 1997 after a series of workshops since May 1995 when the National Drought Task Force was established to draw up a national emergency and long term drought management policy and strategy. The policy addresses shortcomings of previous drought relief programmes and puts forward 8 policy objectives for drought management. A new and stricter definition of drought has been developed according to scientific criteria to estimate the extent and severity of drought, moving away from what is considered conditions of normal aridity and emphasizing "disaster drought". The future role of drought relief is based on distinct programmes, and related plans of action, which will be funded by the National Drought Fund, namely food security programmes, health programmes, livestock programmes, crop programmes and water supply programmes. The annexure elaborates the definition of " disaster drought " in a Namibian context.
