There are many good reasons for the state to be involved in forestry. The belief that "private persons can do everything better than the state does," is based more on ideologies than facts. Forest administration in NRW is public administration, organized as a forest authority with three different business sectors and - in the NRW-specific, characterized by primary objective administration - with forest personnel from three employers. The highest measure of activity in this NRW-specific form of uniform forest administration is its legal commission. The general objective is the sustainable and near-natural development in its forests. - Society's needs, which the State Forest Administration in NRW assumes as its primary public service, are forest conservation, combatting damage and environmental impacts, environmental friendly use of the growing raw resource wood, strengthening rural regions and ensuring forest functions within the urban sectors. The State Forest Administration of NRW supports international processes not only at home, but also abroad. They provide the developing countries and forest enterprises in urban and rural region with their know-how, especially by leading the East European countries (but also those in the Mediterranean regions) to the European Union. They thus support cooperation between the regions.
