State and strategic directions for the development of the agrifood and export policy of Russia | Состояние и стратегические направления развития агропродовольственной и экспортной политики России

إنجليزي. There is presented an analysis of the dynamics and trends in the production of the main types of agricultural products since the beginning of the sanctions pressure on the Russian economy. Despite the fact that the agricultural sector of the Russian economy has a significant potential, but due to the insufficiently effective use of resources, innovations and investments, it is not fully implemented. At the same time, in modern conditions, the agrifood policy in conjunction with the export component should ensure the consumption of food by the population according to rational standards and the implementation of an export-oriented model for the development of the economy, which in turn should be aimed at the implementation of the export of food of medium and high redistributions to friendly countries. There is given analytical material indicating the need to expand the output of agricultural products for domestic consumption, which requires a change in the innovation and investment stance pursued by the state. It should pay more attention the development of new measures and an increase in the volume of state support for agriculture. The presented results allow concluding that the implemented state agricultural policy is quite effective in the crop industry, but does not contribute to a significant increase in the output of livestock husbandry products. It characterizes the agricultural sector of the economy as a mainly raw material sector that is not able to give high value-added products in the current conditions due to lack of investments and domestic innovations. The analysis of the dynamics of agricultural exports confirmed the conclusion of an ill-conceived export policy aimed primarily at the export of agricultural raw materials, which damages the country's economy. This requires reevaluating the export incentive tools for agricultural producing and processing enterprises.

الروسية. Представлен анализ динамики и тенденций производства основных видов с.-х. продукции с момента начала санкционного давления на экономику России. Несмотря на то, что аграрный сектор экономики России обладает значительным потенциалом, в силу недостаточно эффективного использования ресурсов, инноваций и инвестиций он реализуется не в полной мере. При этом в современных условиях агропродовольственная политика во взаимосвязи с экспортной составляющей должны обеспечивать потребление населением продовольствия по рациональным нормам и реализацию экспортно-ориентированной модели развития экономики, которая в свою очередь должна быть направлена на реализацию экспорта продовольствия средних и высоких переделов в дружественные страны. В работе приводится аналитический материал, свидетельствующий о необходимости наращивания объемов производства с.-х. продукции для внутреннего потребления, что требует изменения курса инновационно-инвестиционной политики, проводимой государством. Следует уделить больше внимания разработке новых мер и увеличению объемов государственной поддержки сельского хозяйства. Представленные результаты позволяют сделать вывод, что реализуемая государственная аграрная политика, достаточно эффективная в отрасли растениеводства, не способствует значимому увеличению объёмов производства продукции животноводства. Это характеризует аграрный сектор экономики как сырьевой, не способный получать в сложившихся условиях продукцию с высокой добавленной стоимостью в силу недостатка инвестиций и отечественных инноваций. Анализ динамики экспорта с.-х. продукции подтвердил вывод о непродуманной экспортной политике, нацеленной, преимущественно на вывоз с.-х. сырья, что наносит ущерб экономике страны. Это требует пересмотра инструментов стимулирования экспорта для с.-х. и перерабатывающих предприятий.
