Assessment of the formation of meat resources in the food supply system | Оценка формирования мясных ресурсов в системе продовольственного обеспечения

إنجليزي. The state of the meat subsector of the Russian Federation as a whole and for individual federal districts has been analyzed. The main attention is paid to the production of cattle meat. It was shown that the production of pork and poultry meat in the Russian Federation from 1991 to 2021 increased by 23.0 and 178.5%, and cattle meat decreased by 62.3%. The cattle population from 1991 to 2021 decreased from 57.1 to 17.9 million heads (for cattle reared in agricultural organizations it was from 47.2 to 8.1; in personal subsidiary farms - from 9.9 to 7.0 million heads), and the production of cattle meat decreased from 4329.3 to 1633.8 thousand t (in agricultural organizations from 3756.6 to 605.2; and in private subsidiary farms there was an increase from 4572.7 to 8347.1 thousand tons). The share of livestock of specialized meat breeds and crossbreeds in the total volume of meat resources remains relatively low, although it increased from 12.8 to 20.4% for the period from 2014 to 2021. From 2017 to 2021, there was a trend of growth in the production of cattle meat (from 1588.7 to 1633.8 thousand t); imports of fresh (or chilled) and frozen cattle meat decreased from 93.8 and 272.7 to 61.9 and 199.5 thousand tons , respectively, and its share in commodity resources at the domestic market decreased from 40.2 to 16.9%. The main problems of the meat subsector of the Russian Federation are identified. It is reduction in livestock population and production of cattle meat; a low share of specialized meat and mixed bred cattle in the total number of cattle; low productivity of cattle in agricultural organizations; price disparity between agricultural products and manufactured goods against the background of unbalanced markets for agricultural products. The ways of solving these problems are proposed. It is necessary to ensure the stable development of the breeding base of cattle of highly productive specialized meat breeds; more actively introduce modern technologies for feeding and keeping cattle of meat breeds; continue to put into operation modern farms and modernize existing meat farms; to strengthen comprehensive state support aimed at regulating domestic sales markets; to increase the investment attractiveness of the meat subsector.

الروسية. Проанализировано состояние мясного подкомплекса РФ в целом и по отдельным федеральным округам. Основное внимание уделено производству мяса крупного рогатого скота (КРС). Показано, что производство свинины и мяса птицы в РФ с 1991 г. по 2021 г. возросло на 23,0 и 178,5%, а мяса КРС снизилось на 62,3%. Поголовье КРС с 1991 г. по 2021 г. сократилось с 57,1 до 17,9 млн. голов (в с.-х. организациях с 47,2 до 8,1; в личных подсобных хозяйствах – с 9,9 до 7,0 млн. голов), а производство мяса КРС – с 4329,3 до 1633,8 тыс. т (в с.-х. организациях с 3756,6 до 605,2; а в личных подсобных хозяйствах отмечен рост с 4572,7 до 8347,1 тыс. т). Доля скота специализированных мясных пород и помесного скота в общем объеме мясных ресурсов остается сравнительно низкой, хотя за период с 2014 г. по 2021 г. она возросла с 12,8 до 20,4%. С 2017 г. по 2021 г. наметилась тенденция роста производства мяса КРС (с 1588,7 до 1633,8 тыс. т); импорт свежего (или охлажденного) и замороженного мяса КРС сократился с 93,8 и 272,7 до 61,9 и 199,5 тыс. т соответственно, а его доля в товарных ресурсах на внутреннем рынке сократилась с 40,2 до 16,9%. Выявлены основные проблемы мясного подкомплекса РФ: сокращение поголовья и производства мяса КРС; невысокая доля специализированного мясного и помесного скота в общем поголовье КРС; низкая продуктивность КРС в с.-х. организациях; диспаритет цен между с.-х. продукцией и промтоварами на фоне несбалансированности рынков сбыта с.-х. продукции. Предложены пути решения указанных проблем. Необходимо обеспечить стабильное развитие племенной базы КРС высокопродуктивных специализированных мясных пород; более активно внедрять современные технологии кормления и содержания КРС мясных пород; продолжать вводить в эксплуатацию современные фермы и проводить модернизацию имеющихся ферм мясного направления; усилить комплексную господдержку, направленную на регулирование внутренних рынков сбыта; повысить инвестиционную привлекательность подотрасли.
