New approaches to the development of Russian agriculture in the context of increasing global economic instability | Новые подходы к развитию российского сельского хозяйства в условиях усиления глобальной экономической нестабильности

إنجليزي. The purposes of the study were to analyze the development of Russian agriculture in the context of global economic instability and to identify new approaches to the development process. Russian agriculture being a high-tech industry ensures both the sustainable development of the national economics and food security in difficult climatic and economic conditions. It is advisable to include the existing macroeconomic factors characterized by the introduction of restrictions on export-import operations and the localization of regional food markets among the factors significantly affecting the development of Russian agriculture in current conditions. The analysis of statistical data revealed a decrease in the share of imported food products in the commodity resources of the food retail trade in Russia from 35% to 24%, with a significant increase in the volumes and indices of agricultural production by domestic producers. It is concluded that in order to ensure the sustainable development of Russian agriculture in the conditions of sanctions and limited available resources, technological modernization of the existing production capacities of economic entities is necessary. It will be based on the use of developments and technologies of domestic agricultural science, that will ensure the technological independence of the industry. At the same time, the development of digitalization in agriculture will also contribute to the construction of highly competitive and efficient agriculture in Russia. The creation of a single specialized digital ecosystem of agriculture in Russia, which includes several technological platforms with its own thematic specialization in accordance with the spheres of the agro-industrial complex, should provide agricultural producers with the opportunity for effective interaction between all economic entities of the agro-industrial sector, state authorities and scientific institutions.

الروسية. Цели исследования - анализ развития российского сельского хозяйства в условиях глобальной экономической нестабильности и определение новых подходов к процессу развития. Российское сельское хозяйство, являясь высокотехнологичной отраслью, обеспечивает устойчивое развитие национальной экономики, продовольственную безопасность в сложных природно-климатических и экономических условиях. К факторам, значительно влияющим на развитие сельского хозяйства, в современных условиях целесообразно отнести и сложившиеся макроэкономические условия, характеризующиеся введением ограничений на совершение экспортно-импортных операций и локализации региональных рынков продовольствия. Анализ статистического материала выявил снижение доли импортных продовольственных товаров в ресурсах розничной торговли с 35% до 24% при значительном росте индексов производства отечественной с.-х. продукции. Для обеспечения устойчивого развития российского сельского хозяйства в условиях санкций и ограниченности имеющихся ресурсов необходима технологическая модернизация имеющихся производственных мощностей хозяйствующих субъектов на основе использования разработок и технологий отечественной аграрной науки, что позволит обеспечить технологическую независимость отрасли. Развитие цифровизации будет способствовать построению высококонкурентоспособного и эффективного сельского хозяйства. Создание единой специализированной цифровой экосистемы сельского хозяйства России, имеющей в своем составе несколько технологических платформ с собственной тематической специализацией в соответствии со сферами АПК, должно обеспечить с.-х. товаропроизводителей возможностью эффективного взаимодействия между всеми хозяйствующими субъектами, государственными органами власти и научными учреждениями.
