El ordenamiento territorial es un instrumento de planificación y gestión territorial, que cuenta con una vigencia de 12 años (Equivalente a tres periodos de gobierno), con el cual los municipios reconocen las características generales de su territorio, de manera que hagan un adecuado uso de este y lo organicen de una manera eficiente y segura para sus habitantes y el medio ambiente. El municipio de Albán, Cundinamarca, desde la expedición del Acuerdo 014 del año 2000 por parte de su Concejo municipal, con el cual se adoptó el Esquema de Ordenamiento Territorial (EOT), no le ha realizado a este ningún cambio. Por tal motivo, y con base en lo dispuesto en el marco legal y normativo contenido en la Ley 388 de 1997 y en la Ley 1537 de 2012, es evidente la necesidad de hacerle una revisión y un ajuste general, dado principalmente el vencimiento de su término de vigencia y la obligación de hacer los cambios necesarios con respecto a la inclusión de la normatividad actual. Teniendo en cuenta lo anterior, este trabajo de grado en modalidad pasantía describe las actividades ejecutadas por el autor como apoyo SIG en el proceso de incorporación de los estudios básicos de amenazas y riesgos dentro de la revisión y ajuste general del esquema de ordenamiento territorial del municipio de Albán, Cundinamarca, según lo dispuesto en el Decreto 1870 de 2014, expedido por el Ministerio de Vivienda, Ciudad y Territorio (MVCT) (Hoy recogido por el Decreto 1077 de 2015 del MVCT), por medio del desarrollo principalmente de las labores de recopilación y administración de datos geográficos, análisis espaciales básicos, elaboración del estudio básico de amenazas y riesgos por incendios forestales y, finalmente, el diseño y la elaboración de las salidas gráficas correspondientes a la zonificación de las áreas que se encuentran bajo amenaza, condición de amenaza y condición de riesgo ante los fenómenos de movimientos en masa, inundaciones, avenidas torrenciales, incendios forestales y amenazas tecnológicas presentes en el municipio de Albán.

Territorial planning is an instrument of planning and territorial management, which has a validity of 12 years (Equivalent to three periods of government), with which municipalities recognize the general characteristics of their territory, in this way they make an adequate use of it and organize it in an efficient and safe way for its inhabitants and the environment. The municipality of Albán, Cundinamarca, since the issuance of Agreement 014 of the year 2000, by its Municipal Council, with which the Territorial Ordinance Scheme (EOT) was adopted, has not made changes to it. For this reason, based on the provisions of the legal framework and normative contained in Law 388 of 1997 and Law 1537 of 2012, is clear the need to make the revision and general adjustment of this scheme, mainly due to the expiration of the term of validity and to the obligation to make the necessary adjustments about the inclusion into the current regulations. Therefore, this internship degree work describes the activities carried out by the author, like a GIS support in the process of incorporating the basic studies of threats and risks into the revision and general adjustment of the territorial ordering scheme of the municipality of Albán, Cundinamarca, according to the provisions of Decree 1870 of 2014 issued by the Ministry of Housing, City and Territory of Colombia (MVCT) (Today collected by Decree 1077 of 2015 of the MVCT), mainly performing the tasks of compiling and managing geographic data, basic spatial analysis, the preparation of the basic study of threats and risks by forest fires and, finally, the design and elaboration of the graphic outputs corresponding to the zoning of the areas that are under threat, condition of threat and condition of risk to phenomena of mass movements, floods, torrential avenues, fires forestry and technological threats present in the municipality of Albán.
