Elaboración de un documento de recomendación de política (policy brief) del componente de mitigación del Plan Integral de Gestión de Cambio Climático - PIGCCS del Sector Salud. | Elaboration of a policy recommendation document (policy brief) of the mitigation component of the Comprehensive Climate Change Management Plan - PIGCCS of the Health Sector.

La presente recomendación de política tiene por finalidad dar elementos clave para la construcción del componente de mitigación del Plan Integral de Gestión del Cambio Climático - PIGCCS del sector Salud. Para ello, se realizó una revisión sistemática de información, visita técnica a una institución de salud y participación y asistencia a cursos y conferencias dirigidas por diferentes actores del sector salud a nivel nacional (Colombia) e internacional, para identificar la problemática del cambio climático en el sector salud, y para dar respuesta a una serie de preguntas a las que se pretende dar solución en el presente resumen de políticas como: las fuentes de emisión de GEI en el sector salud, las cuales se clasificaron de acuerdo a las categorías de alcance de Protocolo de gases de efecto invernadero - GHGP; proponer una metodología para la cuantificación de huella de carbono para la cual se tuvo en cuenta, la unificación entre el GHGP y la Norma Técnica colombiana ISO 14061-1 de 2006, asimismo se propusieron medidas de mitigación referentes al sector salud para poder reducir las emisiones generadas tanto a nivel organizacional como operacional. El presente documento es un instrumento orientado a la toma de decisiones políticas por parte de actores tanto del nivel público como privado del sector salud, que por la naturaleza de sus funciones y alcance operacional (nacional, regional o local) tienen mayor grado de afinidad con los lineamientos nacionales de mitigación relacionados con el sector.

he purpose of this policy recommendation is to provide key elements for the construction of the mitigation component of the Comprehensive Climate Change Management Plan - PIGCCS of the Health sector. To do this, a systematic review of information was carried out, a technical visit to a health institution and participation and attendance at courses and conferences led by different actors in the health sector at the national (Colombia) and international level, to identify the problem of climate change in the health sector, and to answer a series of questions that are intended to be solved in this summary of policies such as: the sources of GHG emissions in the health sector, which were classified according to the scope categories Greenhouse Gas Protocol - GHGP; propose a methodology for the quantification of the carbon footprint for which the unification between the GHGP and the Colombian Technical Standard ISO 14061-1 of 2006 was taken into account, also mitigation measures were proposed regarding the health sector in order to reduce emissions generated at both the organizational and operational levels. This document is an instrument geared towards political decision-making by actors at both the public and private levels of the health sector, who due to the nature of their functions and operational scope (national, regional or local) have a higher degree of affinity with national mitigation guidelines related to the sector.
