Estrategias locales para enfrentar cambios en el clima en el municipio de Cota, departamento de Cundinamarca-Colombia | Local strategies to confront changes in the climate in the municipality of Cota, department of Cundinamarca-Colombia

En el presente trabajo se propone indagar sobre la percepción que tienen los pobladores y las acciones llevadas a cabo por las instituciones de Cota a partir de las condiciones climáticas del municipio formulando una pregunta de investigación: ¿Existen estrategias locales generadas desde el conocimiento y experiencia de la comunidad que puedan ser susceptibles de ser incorporadas a una propuesta adaptativa por parte del municipio de Cota?, esto en miras de analizar procesos adaptativos que ayuden a establecer parámetros de política que puedan ser usados en Cota u otros municipios, o en su ausencia, poder formular algunas recomendaciones que ayuden a las comunidades e instituciones de Cota a planificar su gestión ante cambios adversos del clima. Algunos de los principales resultados de la investigación son la identificación de la capacidad de resiliencia de algunos sectores de la comunidad del municipio de Cota al recuperar suelos degradados por olas invernales, cambio de formas tradicionales de cultivo por sistemas y practicas sostenibles, utilización de técnicas ancestrales de cultivo y cambios en las actitudes de la comunidad en general hacia el cuidado del medio ambiente. Se identificaron acciones positivas y algunas falencias en la gestión de las entidades gubernamentales locales y nacionales en la atención a las emergencias surgidas en el municipio y sobretodo en la formación de la comunidad para prepararse para posteriores impactos ambientales extremos que pudiesen surgir.

In the present work it is proposed to inquire about the perception that the inhabitants have and the actions carried out by the Cota institutions based on the climatic conditions of the municipality formulating a research question: Are there local strategies generated from the knowledge and experience of the community that may be susceptible to be incorporated into an adaptive proposal by the municipality of Cota ?, this in order to analyze adaptive processes that help to establish policy parameters that can be used in Cota or other municipalities, or in their absence, to be able to formulate some recommendations that help the communities and institutions of Cota to plan their management in the face of adverse climate changes. Some of the main results of the research are the identification of the resilience capacity of some sectors of the community of the municipality of Cota to recover soils degraded by winter waves, change of traditional forms of cultivation systems and sustainable practices, use of ancestral techniques of cultivation and changes in the attitudes of the community in general towards the care of the environment. Positive actions and some shortcomings in the management of local and national governmental entities were identified in the attention to the emergencies that arose in the municipality and above all in the formation of the community to prepare for subsequent extreme environmental impacts that could arise.
