Multidimensional poverty assessment and informal ex-ante social risk mechanisms of farming households in upland communities of Goa, Camarines Sur, Philippines

Poverty is both a multidimensional and a rural phenomenon. Accordingly, farmers in the Philippines are the poorest basic sector of the society. This study assessed the multidimensionality of poverty and informal ex-ante social risk mechanisms of farming households in the upland communities of Goa, Camarines Sur, Philippines. The study utilized a multiphase mixed methods design using multi-stage cluster sampling design and multiple data gathering tools and analyzed through Alkire and Foster methodology, content analysis and some descriptive statistics. The study revealed that three out of 4 households are multidimensionally poor. The farming households' ability to generate farm- and non- farm income, and access to credit in addition to the high degree of exposure to idiosyncratic and covariate shocks contribute to the high multidimensional poverty index. The informal ex-ante social risk mechanisms of the farming households depend on the type of risk and the source of information. Distance to town center, common-law marital status, temporary and diversified crops are associated with multidimensional poverty. The study concludes that poverty among the upland farming households is rooted more on livelihood-related issues. Also, having informal ex-ante social risk mechanisms in-place is not significantly associated with poverty. Hence, the study recommends a government arrangement which will install social protection programs to address the root of poverty.
