Creating synergy in the aquaculture value chain: the case of the milkfish industry in Region 1 [Ilocos Region, Philippines]

Milkfish (Chanos chanos) is the most popular fish species cultured in the Philippines. Region 1 [Ilocos Region, Philippines], particularly the province of Pangasinan, is the largest producer in the country. However, persistent issues in the industry hinder its productivity and growth. The value-chain approach was used to dissect the issues in the industry. The key actors in the value chain are the hatcheries, nurseries, growout operators, market intermediaries, processors and retailers/distributors. Through key informant interviews and stakeholder consultations, the following major challenges in the seedstock, growout and processing nodes were identified:(1) insufficient supply of milkfish eggs and fry, (2) environmental degradation in growout operation, and (3) non-compliance to food safety standards among small-scale processors. A framework was developed to harmonize the efforts of various stakeholders of the milkfish industry. Specifically, it was recommended that a Regional Milkfish Value Chain Management Council be created. The council will capitalize on the strength and networks of each stakeholder to create intervention programs that are responsive to the needs of the industry. A framework for creating synergy was presented to enhance the collaboration and participation of various value chain participants, especially, the private sector.
