In the context of the aggravation of interstate relations, strengthening of sanctions pressure, the need for accelerated adaptation of the agrarian sphere of the economy to risks, threats, which necessitates closer cooperation between Russia and Belarus within the framework of the Union State. First of all, this, concerns the reliable provision of national food security, the creation of export resources for agricultural and food products. Within the framework of the Union State, joint programs and projects are being implemented that are focused on import substitution in seed production, animal husbandry, expanding the agricultural products produced, economic regulation of individual product segments of the agri-food market, strengthening and expanding the trade and economic relations in the agrarian sphere of the economy. The key task of the Union State development is to reliably ensure the food security of both countries, and the coordinated agricultural policy of the Union State should play an important role in its solution. The policy formation is conditioned by the close interaction between Russia and Belarus in the agrarian sphere of the economy. Strengthening and expanding the cooperation between Russia and Belarus in this field require the development of Strategy and mechanisms for ensuring the food security of the Union State. It should define the main directions for the maximum integration of domestic agro-industrial complexes and joint vectors for the development of common agricultural policy of the Union State. It should contain a system of effective measures and mechanisms aimed at building up the production, socio-economic and especially agrarian potential of the Union, the development of agro-industrial cooperation, integrated import-substituting and export-oriented industries. All this should guarantee the food security of the Union State.

В условиях обострения межгосударственных отношений и усиления санкционного давления возрастает необходимость ускоренной адаптации аграрной сферы экономики к рискам, что вызывает необходимость более тесного взаимодействия России и Беларуси в рамках Союзного государства. В первую очередь это касается надежного обеспечения национальной продовольственной безопасности, создания экспортных ресурсов сельскохозяйственной и продовольственной продукции. В рамках Союзного государства реализуются совместные программы и проекты, ориентированные на импортозамещение в семеноводстве, животноводстве, расширение производимой агропродукции, экономическое регулирование отдельных продуктовых сегментов агропродовольственного рынка, укрепление и расширение торгово-экономических отношений в аграрной сфере экономики. Ключевой задачей развития Союзного государства является надёжное обеспечение продовольственной безопасности двух стран и важную роль в её решении должна сыграть единая аграрная политика Союзного государства. Ее формирование обусловлено тесным взаимодействием России и Беларуси в аграрной сфере экономики. Для укрепления и расширения сотрудничества России и Беларуси в аграрной сфере экономики требуются разработка Стратегии и механизмы обеспечения продовольственной безопасности Союзного государства. В ней должны быть определены основные направления максимальной интеграции отечественных АПК и совместные векторы развития единой аграрной политики Союзного государства. Она должна содержать систему эффективных мер и механизмов, ориентированных на наращивание производственного, социально-экономического и особенно аграрного потенциала Союза, развитие агропромышленной кооперации, интегрированных импортозамещающих и экспортно-ориентированных производств. Все это должно гарантировать продовольственную безопасность Союзного государства.
