Impact of economic sanctions on the world and Russian grain market | Влияние экономических санкций на мировой и российский рынок зерна

إنجليزي. The 2022 sanctions affected the global food market and directly affected the Russian agro-industrial sector and the grain market. The purpose of the study is to analyze the current state of the world grain market, as well as the market situation in Russia as one of the world leaders in the of grain crop production. Sanctions also affected the US and EU countries, which is reflected in the growth in the cost of imports and the aggravation of price disparity. The insufficient development of the grain market is caused by the state of organizational and economic relations in the general world system. A set of measures has been formulated in relation to the negative sanction impact on the grain market, as well as the need for an export-oriented policy in Russia. To implement the export-oriented strategy for grain production development, it is necessary to increase state control over grain safety; to improve the Russian phytosanitary requirements; to monitor grain quality; to unify documentation on the storage rules, transport and package grain in accordance with the international standards; to analyze regularly the domestic market, and to control the activities of trade representatives in other countries; to introduce technological innovations in production. It is relevant to develop directions for the development and improvement efficiency of the grain market as an important part of the agro-industrial sector of Russia, on the development of which the stability of the economy and the food security of the state depend as a whole. Russia has an opportunity to increase grain production in a number of regions. The effective operation of the domestic grain market ensuring a comprehensive and rapid transfer of price changes from grain exporters to grain-producing regions market is necessary.

الروسية. Санкции 2022 г. затронули мировой рынок продовольствия и непосредственно коснулись российского АПК и рынка зерна. Цель исследования - анализ современного состояния мирового рынка зерна, а также ситуация на рынке в России как одного из лидеров производства зерновых культур. Санкции коснулись также США и стран ЕС, что выражается в росте стоимости импортных поставок и обострении диспаритета цен. Недостаточное развитие рынка зерна вызвано состоянием организационно-экономических отношений в общей мировой системе. Сформулирован комплекс мер в отношении негативного влияния санкций на рынок зерна, а также обоснована необходимость проведения экспортно-ориентированной политики России. Для реализации экспортно-ориентированной стратегии развития зернового производства необходимо повышение государственного контроля за безопасностью зерна; совершенствование российских фитосанитарных требований; мониторинг качества зерна; унифицирование документации по правилам хранения, перевозки и упаковки зерна в соответствии с международными стандартами; регулярный анализ внутреннего рынка и контроль деятельности торговых представителей в других странах, внедрение технологических инноваций в производство. Актуальна разработка направлений развития и повышения эффективности рынка зерна в качестве важнейшей части агропромышленного комплекса России, от развития которого зависит стабильность экономики и продовольственная безопасность государства в целом. Россия обладает возможностью увеличить производство зерна в ряде регионов. Необходима эффективная работа внутреннего рынка зерна, обеспечивающая всестороннюю и быструю передачу ценовых изменений от экспортеров зерна к зернопроизводящим регионам.
