Extract: The Agriculture and Food Act of 1981 set the United States policy course for the four years, 1982-85, in the areas of prices and income, trade, food aid, and research. It was clearly an evolution of past policy. This new legislation will affect the welfare of farmers, consumers, rural communities, trading partners, and will have budgetary transfer impacts.
