Formulación e implementación del plan de gestión integral de residuos hospitalarios y similares del servicio de atención psicológica de la Universidad Santo Tomás, sede principal Bogotá

La Universidad Santo Tomás de Bogotá en su sede central cuenta con un Servicio de Atención Psicológica que se encuentra habilitado por la Secretaria Distrital de Salud como una Institución Prestadora de Salud; en donde semestralmente los estudiantes pertenecientes a los programas de pregrado y maestría de la facultad de Psicología desarrollan sus prácticas clínicas. El presente documento muestra los resultados obtenidos de la pasantía que fue desarrollada en la Unidad de Gestión Integral de la Calidad Universitaria de la Universidad Santo Tomás, en la cual se obtuvo como principal resultado la formulación e implementación del Plan de Gestión Integral de Residuos Hospitalarios y Similares (PGIRHS) en el SAP, en respuesta al requerimiento realizado por la Secretaria Distrital de Salud de Bogotá y en cumplimiento a la normativa vigente. La metodología utilizada estuvo basada en el manual de procedimientos para la gestión integral de residuos sólidos hospitalarios y similares en Colombia, expedido por el ministerio de salud y el de medio ambiente por medio de la Resolución 1164 de 2002. Inicialmente se realizó una investigación teórica en donde se identificaron PGIRHS de diferentes IPS, y se obtuvieron las bases necesarias para realizar la formulación e implementación del plan del SAP de la USTA. Posteriormente, a través de información obtenida de fuentes secundarias, se desarrolló la fase diagnóstica con actividades que involucraron la identificación, caracterización y cuantificación de los residuos generados dentro de las instalaciones del SAP, y a partir de estos resultados se procedió a la formulación de los diferentes programas que componen el PGIRHS. Seguidamente se realizó la implementación los programas formulados y para ejecutar el 100% de cada uno se propusieron acciones que deben ser aprobadas y tramitadas por la dirección del SAP y otros actores involucrados. Finalmente se establecieron las recomendaciones necesarias a tener en cuenta a la hora de realizar una adaptación del plan a la nueva sede donde se trasladarán.

The Santo Tomás University of Bogotá in its headquarters has a Psychological Attention Service that is authorized by the District Health Secretary as a Health Provider Institution; where every semester the students belonging to the undergraduate and master's programs of the psychology faculty develop their clinical practices since 2003. This document shows the results obtained from the internship that was developed in the Comprehensive Quality Management Unit of the Santo Tomás University, in which the main result was the formulation and implementation of the management lan for solid hospital waste and similar (PGIRHS) in the psychological care service, in response to the requirement made by the Bogotá District Health Secretary and in compliance with current regulations. The methodology used was based on the manual of procedures for the integral management of hospital solid waste and similar in Colombia, issued by the Ministry of Health and the Ministry of the Environment through Resolution 1164 of 2002. Initially, a theoretical investigation was carried out where PGIRHS of different IPS were identified, from which the necessary bases were obtained to carry out the formulation and implementation of the plan in the Psychological Attention Service of the university. Subsequently, through information obtained from secondary sources, the diagnostic phase was developed with activities that involved the identification, characterization and quantification of the waste generated within the SAP facilities, and based on these results, the different programs that are part of the PGIRHS were formulated. Subsequently, the programs formulated were implemented and to execute 100% of each one, some actions were proposed that must be approved and processed by the SAP direction and other stakeholders. Finally, some necessary recommendations were formulated to take into account when the SAP moves to the new location to adapt the plan to the new conditions.
