Rural local economy: classification of municipal districts according to the level of development of rural non-agricultural small and medium-sized enterprises | Сельская локальная экономика: классификация муниципальных районов по уровню развития сельских несельскохозяйственных малых и средних предприятий

إنجليزي. Issues of diversification of the rural economy due to the declining agricultural employment and the need to maintain the balanced spatial development in Russia, remain relevant. Particular attention has been paid to small and medium-sized enterprises (SMEs), the basis of the rural local economy. However, the role of rural small and medium-sized businesses, including those employed outside the agricultural sector, in the economic development of municipal districts, as well as the differences of the latter in the level of development of these SMEs across the country, and not a separate region, remain almost unexplored. Based on the SPARK-Interfax, which accumulates information from the Rosstat, Russian State Register, Federal Tax Service (FTS) and other official sources, a classification of municipal districts according to the contribution of non-agricultural small and medium-sized enterprises (NSMEs) to the revenue of district enterprises is developed: 4 classes of districts are identified by this trait, classes are characterized, including by indicators of efficiency, performance and remuneration of rural SMEs employed outside the agricultural sector. As revealed rural non-agricultural SMEs predominate in both the number and revenue of rural SMEs, although large enterprises still make the main contribution to revenue. In 26.2% of districts, the contribution of rural SMEs to the revenue of district enterprises exceeded 50%. With the increase in the contribution of rural SMEs to the revenue of enterprises in the region, a growth trend is observed to revenue and profit from sales per employee, funds output, and a reduction in debts per ruble of revenue. The data allowed for classification only on the basis of legal entities registered in municipal districts. For more complete further research, it is necessary to improve the FTS and Rosstat databases towards providing data in the context of the actual location of economic entities by type of settlements, including financial and economic indicators for sole proprietors.

الروسية. Вопросы диверсификации сельской экономики, обусловленные снижающейся аграрной занятостью и необходимостью сохранить сбалансированное пространственное развитие страны, остаются актуальными. Особое внимание при этом уделяется малому и среднему предпринимательству (МСП) – основе сельской локальной экономики. Однако, до сих пор роль субъектов сельского малого и среднего предпринимательства, в том числе занятых вне сферы сельского хозяйства, в экономическом развитии муниципальных районов, а также различии последних по уровню развития этих МСП в масштабах страны, а не отдельного региона, остаются малоизученными. На базе СПАРК-Интерфакс, аккумулирующих данные из Росстата, Росреестра, ФНС и др. официальных источников, предложена классификация муниципальных районов по вкладу несельскохозяйственных предприятий малого и среднего бизнеса (НМСП) в выручку предприятий района, – выделено 4 класса районов по этому признаку, дана характеристика классов, в том числе по показателям эффективности, производительности и оплаты труда сельских МСП, занятых вне сферы сельского хозяйства. Выявлено, что сельские несельскохозяйственные МСП преобладают как в численности, так и в выручке сельских МСП, хотя основной вклад в выручку вносят все же крупные предприятия. В 26,2% районов вклад сельских НМСП в выручку предприятий района превышал 50%. С повышением вклада сельских НМСП в выручку предприятий района прослеживается тенденция роста по показателям выручки и прибыли от продаж на работника, фондоотдаче, снижения долгов на рубль выручки. Данные позволяли провести классификацию только на базе юридических лиц, зарегистрированных в муниципальных районах. Для более полных дальнейших исследований необходимо совершенствовать базы ФНС и Росстата в направлении предоставления данных в разрезе фактической локации хозяйствующих субъектов в разрезе типа поселений, включая финансово-экономические показатели по ИП.
