Propuesta de gestión ambiental como estrategia administrativa para el mejoramiento socio ecológico en el Ecoparque humedal el samán, Cartago, Valle

El parque ecológico Humedal El Samán se encuentra localizado en la zona urbana del Municipio de Cartago, Valle del Cauca; y es un ecosistema estratégico que presenta notables niveles de degradación ambiental en los últimos años, propiciados principalmente por la ausencia de una estructura para la gestión ambiental dentro de la administración municipal, la falta de focalización de la Corporación Ambiental frente a su quehacer ambiental en el ecoparque y la necesidad de un enfoque interdisciplinario, lo cual ha amenazado la existencia de este espacio de vital importancia al ser un reservorio de flora y fauna endémica y migratoria, regulador hídrico y climático, patrimonio natural y cultural, entre otras potencialidades ambientales. El presente trabajo de investigación tuvo como fin la definición de unos objetivos estratégicos con sus respectivas actividades operativas que buscan aportar a la transformación ecológica y social desde un enfoque administrativo, así como, propiciar el establecimiento de criterios que promuevan un equilibrio entre el cumplimiento de las metas establecidas y los objetivos de restauración, protección y manejo sostenible del área protegida mediante una gestión ambiental que se encuentra en el marco de instrumentos de mayor jerarquía.

The ecological park Humedal El Samán is located in the urban area of the municipality of Cartago, Valle del Cauca; It is a strategic ecosystem that has shown remarkable levels of environmental degradation in recent years, mainly due to the absence of a structure for environmental management within the municipal administration, the lack of focus of the Environmental Corporation regarding its environmental work in the ecopark and the need for an interdisciplinary approach, which has threatened the existence of this space of vital importance as a reservoir of endemic and migratory flora and fauna, water and climate regulator, natural and cultural heritage, among other environmental potentialities. The purpose of this research work was to define strategic objectives with their respective operational activities that seek to contribute to the ecological and social transformation from an administrative approach, as well as to promote the establishment of criteria that promote a balance between the fulfillment of the established goals and the objectives of restoration, protection and sustainable management of the protected area through an environmental management that is within the framework of instruments of higher hierarchy
