Assessment of the effectiveness of innovation policy in the development of the food complex of Russia | Оценка эффективности инновационной политики в развитии продовольственного комплекса России

The principles and goals of technological development to produce innovative products in accordance with the Doctrine of Food Security can be realized only in the context of the transfer of food and processing industries, and fishing industries to the rails of innovative development, relying on own scientific, technical and personnel potential of it. The state today has done a lot to provide legislative and regulatory support for the development of an innovative economy. These regulatory and legal acts define the basic principles, priorities, directions and measures for the implementation of state policy; they are the basis for the development of industry strategies and state programs for the development of the food complex. The theory and practice of innovation development shows that innovation processes are based on the collective work of many participants in economic activity, and various types of government institutions play a crucial role in it. Technological and organizational innovations in any production system set in motion economic processes, ensuring economic growth and social progress, with a fair distribution of the created social product. Innovations are not born out of nowhere; their development is based on the experience of previous scientists and specialists with their scientific and engineering schools; they must be actively supported by the state within the framework of developed strategies and programs.

Принципы и цели технологического развития для производства инновационной продукции в соответствии с Доктриной продовольственной безопасности возможно реализовать только в условиях перевода отраслей пищевой и перерабатывающей промышленности, рыбной отрасли на рельсы инновационного развития с опорой на собственный научно-технический и кадровый потенциал. Государством сегодня многое сделано для законодательного и нормативно-правового обеспечения развития инновационной экономики. Этими нормативно-правовыми актами определены основные принципы, приоритеты, направления и меры реализации государственной политики, они являются основой для разработки отраслевых стратегий и государственных программ развития продовольственного комплекса. Теория и практика развития инноваций показывает, что в основе инновационных процессов лежит коллективный труд многих участников экономической деятельности, а различные типы государственных институтов играют в нем важнейшую роль. Технологические и организационные инновации в любой производственной системе приводят в движение экономические процессы, обеспечивая экономический рост и социальный прогресс, при справедливом распределении создаваемого общественного продукта. Инновации не рождаются на пустом месте, их развитие опирается на опыт предыдущих ученых и специалистов с их научными и инженерными школами, они должны активно поддерживаться государством в рамках разрабатываемых стратегий и программ.
