Regulación de riesgos socioambientales en Chile. El caso de la tenencia responsable de animales en la Región de La Araucanía | Regulation of socio-environmental risks in Chile. The case of responsible ownership of animals in the Araucanía region

El artículo tiene como objetivo describir y analizar el régimen de riesgo socioambiental de la fauna urbana y rural de perros y gatos con y sin dueño en la Región de La Araucanía (RLA) desde el Enfoque de Regulación de Riesgos (ERR). A través de una metodología cualitativa, entrevistas y un análisis de contenido, se configuró el régimen de regulación, lo cual evidenció avances en definiciones del objeto a regular, el empleo de conocimiento experto y el cambio conductual de instituciones. Sin embargo, se relevan insuficiencias en la atención al dominio, las dificultades para generar información, la escases de recursos económicos/humanos y comportamientos punitivos que interfieren en el trabajo educativo-preventivo. Estos avances y limitaciones en la regulación de riesgos socioambientales desafían la gobernanza los problemas asociados a la fauna urbana y rural de perros y gatos en Chile.

The article aims to describe and analyze the socio-environmental risk regime of urban and rural fauna of dogs and cats with and without an owner in the Region of La Araucanía (RLA) from the Risk Regulation Approach (ERR). Through a qualitative methodology, interviews and content analysis, the regulation regime was configured, which evidenced advances in definitions of the object to be regulated, the use of expert knowledge and the behavioral change of institutions. However, there are inadequacies in the attention to the domain, the difficulties to generate information, the scarcity of economic / human resources and punitive behaviors that interfere in the educational-preventive work. These advances and limitations in the regulation of socio-environmental risks challenge the governance of the problems associated with the urban and rural fauna of dogs and cats in Chile.
