In this paper, the possibilities of the decoupling between agricultural policies and rural policies were examined. At present, Japanese agricultural policies reached at a dead end with the population decreasing and the rapid aging, the marginalization, the trends of urbanization and the increase of part-time farm households. In the rural area, there is a growing body of opinion that the agricultural policies based on the economic principles like as productivity improvements and enlargement of farming scales will bring enormous negative impacts to the rural lives. We have to discuss fundamentally why the agricultural policies became against with rural policies over the sustainability of rural lives in Japan. So, I carried out more in-depth examinations on the Japanese government's inconsistent policies on the rural area from the perspective of 'the life agriculture theory', and made a proposal toward resolving antagonism between agriculture and human lives.
