Role and impact of agricultural cooperation on agricultural development in the Republic of Sakha (Yakutia) | Роль и влияние сельскохозяйственной кооперации на развитие сельского хозяйства Республики Саха (Якутия)

إنجليزي. The agricultural cooperation is considered as one of the key forms of management in agriculture in the Republic of Sakha (Yakutia). The problems hindering the development of agricultural cooperation are highlighted. The current state of agricultural cooperatives according to the main indicators is analyzed. Particular attention is paid to state support for agricultural consumer cooperatives. About a third of the financial resources of the state program for the agriculture development in the Republic of Sakha (Yakutia) is allowanced to the development and support of agricultural cooperation, in particular a quarter of the allocated funds – for consumer cooperation. This makes the development of agricultural cooperation the main tool to support small forms of management in rural areas, and the main tool to support agriculture as a whole. There is a relatively high pro-portion of the rural population in Yakutia, and the structure of agricultural production is atypical. Agricultural products of small forms of management strongly predominate over the products of agricultural organizations. In fact, agricultural consumer cooperation has become a easiest way for accepting state support. It is recommended to optimize the existing measures of state support for agricultural cooperation, to make them more flexible and transparent.

الروسية. Рассмотрена с.-х. кооперация как одна из ключевых форм хозяйствования в сельском хозяйстве Республике Саха (Якутия). Выделены проблемы, препятствующие развитию с.-х. кооперации. Представлен анализ текущего состояния с.-х. кооперативов по основным показателям. Особое внимание уделено государственной поддержке с.-х. потребительских кооперативов. Около трети финансовых средств государственной программы развития сельского хозяйства республики направляется на развитие и поддержку с.-х. кооперации, а на развитие потребительской кооперации– четверть выделяемых средств. Это делает развитие сельхозкооперации главным инструментом поддержки малых форм хозяйствования на сельских территориях, и главным инструментом поддержки сельского хозяйства в целом. В Якутии относительно высока доля сельского населения и нетипичная структура производства продукции сельского хозяйства, где в малых форм производится больше продукции, чем в с.-х. организациях. Фактически, с.-х. потребительская кооперация стала способом получения государственной поддержки. Рекомендовано оптимизировать существующие меры господдержки с.-х. кооперации, сделать их более гибкими и прозрачными.
