Development of On-Farm Land Management in the USSR in the Early XX Century

The article considers the system of on-farm land management of the USSR in the early XX-th century, as well as the centralized implementation of state policy decisions in the field of land use, which required a large number of specialists in the field of land management. During this period the division of surveyors into two directions was clearly marked: land surveying (for the implementation of land reform, land redistribution, rational organization of the territory, formation of new and ordering of existing land holdings and land use) and geodesic (providing geodetic and cartographic support of land surveying works). In the course of inter-settlement land management, land delineation among neighboring land users was carried out, their invariable sizes were determined and, if necessary, land redistribution was carried out. These activities were usually initiated by the state and financed from the state budget. After completion of inter-settlement land management and transfer of lands to users, state registration of land use (land registration) was carried out, with the registration of documents for the transferred lands for individual land societies and farms.
