The purpose of the study is to analyze the imperatives of regulating agricultural policy until 2036 and substantiate the proposals for improving one of the fundamental documents defining agricultural policy, Strategies for the development of agricultural and fisheries industries. In an increasingly complicated situation with unstable world prices, worsening the systemic issues and deteriorating inter-state relations, it is necessary to reformulate the current Strategy for the development of the domestic farming sector. This requires using the unified methodological approaches both to strategic planning documents and the implementation of the state agrarian policy until 2036. Due to strengthening and expanding foreign sanctions and rising food prices, it is necessary to take measures that will lead to the effective development of the agricultural and fisheries industries. It is necessary to radically rewrite the strategy for the development of the agro-industrial complex, with reference to the current economic situation, in view of the national development goals of Russia, while focusing on the use of internal resources and providing the population with foods according to the rational standards. It is important to define clear objectives, tasks and values of quantitative indicators of the development of the agricultural sector of the economy. The current strategy, based on liberal principles, does not take into account these factors, and therefore a revision of approaches to its implementation is required. When adjusting the Agribusiness Development Strategy, it is necessary to strive to ensure national food independence in all its aspects to ensure the stable development of the agricultural sector in the coming decades.

Цель исследования - анализ императивов регулирования аграрной политики до 2036 г. и обоснование предложений по совершенствованию одного из основополагающих документов, определяющих аграрную политику - Стратегии развития АПК и рыбохозяйственного комплексов. В усложняющейся ситуации с нестабильными мировыми ценами, нарастающими системными проблемами и ухудшающимися межгосударственными отношениями необходимо пересмотреть действующую Стратегию развития отечественного агропромышленного комплекса. Это требует применения единых методологических подходов, как к документам стратегического планирования, так и к реализации государственной аграрной политики до 2036 г. Из-за усиления и расширения зарубежных санкций и роста цен на продовольствие необходимо принять меры, которые приведут к эффективному развитию АПК и рыбохозяйственного комплекса. Необходимо коренным образом переработать стратегию развития АПК с учетом текущей экономической ситуации, учитывая национальные цели развития России, сосредоточившись при этом на использовании внутренних ресурсов и обеспечении населения продовольствием по рациональным нормам. Важно определить чёткие цели, задачи и значения количественных индикаторов развития аграрного сектора экономики. Текущая стратегия, основанная на либеральных принципах, не учитывает этих факторов, и поэтому требуется пересмотр подходов к ее реализации. При корректировке Стратегии развития АПК необходимо стремиться к обеспечению национальной продовольственной независимости во всех ее аспектах, чтобы обеспечить стабильное развитие аграрной отрасли в ближайшие десятилетия.
