Tax policy influence on pricing in the agro-industrial complex | Влияние налоговой политики на формирование цен в АПК

إنجليزي. The tax policy influence on pricing in the agro-industrial sector in Russia was studied. Tax policy through the tax mechanism and its instruments: the tax system, changes in rates and tax entities, the introduction of benefits and preferences – influences the development of socio-economic processes in the state, including the price formation. The tax mechanism transformation in the agro-industrial sector was estimated, which made it possible to establish a positive impact on the agri-food production, the creation of conditions for attracting investments and to identify the problems in pricing. An analysis of the efficiency of tax policy and its impact on prices in the agricultural sectors was carried out through indicators of the level of tax burden, indices of production, investment in equity, agri-food production cost and prices. Preferential tax measures for agriculture and other agribusiness sectors reduced the burden of direct taxes on production costs and indirect taxes on revenue, resulted in a reduction in the impact of taxes on prices in the agro-food sector. An analysis of prices and taxes for the period from 2014 to 2024 has shown that they are closely interdependent. This relationship requires constant analysis and competent management by government agencies to ensure economic stability and maintain an optimal living standard of the population. For this purpose, the methodology for determining the share of the tax component in the final price of products has been finalized; it is based on the mechanism of taxation of indirect and direct taxes. Testing of the methodology for the main types of agricultural products made it possible to determine the heterogeneity of the tax component in the ultimate price of the products, which is caused by various reasons. Thus, it is necessary to constantly monitor the tax component in the ultimate price of agri-food products to develop comprehensive and systemic measures to create price balance in the agro-industrial sector.

الروسية. Исследовали влияние налоговой политики на формирование цен в АПК России. Налоговая политика через налоговый механизм и его инструменты - систему налогообложения, изменения ставок и объектов по налогам, введением льгот и преференций – влияет на развитие социально-экономических процессов в государстве, в том числе и на формирование цен. Проведена оценка трансформации налогового механизма в АПК, которая позволила установить положительное влияние на производство агропродовольственной продукции, создание условий для привлечения инвестиций и выявить проблемы в ценообразовании. Анализ эффективности налоговой политики и её влияние на цены по отраслям АПК проводился через показатели уровня налоговой нагрузки, индексов производства продукции, инвестиций в основной капитал, себестоимости и цен на агропродовольственную продукцию. Меры льготного налогообложения для сельского хозяйства и других отраслей АПК позволили снизить нагрузку прямых налогов на себестоимость и косвенных налогов на выручку, что привело к уменьшению влияния налогов на цены агропродовольственного сектора. Анализ цен и налогов за период с 2014 г. по 2024 г. показал, что они находятся в тесной взаимозависимости. Эта взаимосвязь требует постоянного анализа и грамотного управления со стороны государственных органов, чтобы обеспечить стабильность экономики и поддерживать оптимальный уровень жизни населения. С этой целью была доработана методика определения доли налоговой составляющей в конечной цене продукции, которая построена на использовании механизма налогообложения косвенных и прямых налогов. Апробация методики по основным видам сельскохозяйственной продукции позволила определить неоднородность налоговой составляющей в конечной цене продукции, что обусловлено различными причинами. Таким образом, необходимо постоянно проводить мониторинг налоговой составляющей в конечной цене агропродовольственной продукции для разработки комплексных и системных мер для создания ценовой сбалансированности в отраслях АПК.
