PL: Charakterystyka społeczno-gospodarcza najmniejszych gmin w Polsce | EN: Socio-economic characteristics of the smallest municipalitties in Poland

abstractPL: Praca magisterska poświęcona została analizie społeczno-gospodarczej najmniejszych gmin w Polsce, definiowanych jako jednostki samorządu terytorialnego liczące poniżej 2 tysięcy mieszkańców. Celem opracowania było zidentyfikowanie charakterystycznych cech tych gmin, ocena ich potencjału rozwojowego oraz wskazania barier, jakimi mierzą się w realizacji zadań publicznych. Analiza objęła 23 gminy spełniające wskazane kryterium demograficzne. Przeprowadzone badania wykazały istotne zróżnicowanie wewnętrzne najmniejszych gmin, zarówno pod względem położenia, jak i kondycji finansowej czy demograficznej. Potwierdzono, że część z nich, szczególnie o charakterze peryferyjnym, doświadcza głębokich problemów strukturalnych, takich jak depopulacja, starzenie się społeczeństwa i niedobór kadr administracyjnych. Z drugiej strony, przykłady gmin takich jak Lewin Kłodzki pokazują, że przy aktywnym zarządzaniu nawet niewielka jednostka może prowadzić skuteczną politykę rozwoju lokalnego.

abstractEN: This master’s thesis focuses on the socio-economic analysis of the smallest municipalities in Poland, defined as local government units with fewer than 2,000 inhabitants. The aim of the study was to identify the characteristic features of these municipalities, assess their development potential, and indicate the barriers they face in delivering public services. The analysis covered 23 municipalities that met the demographic criteria. The conducted research significant internal diversity among the smallest municipalities, both in terms of geographical location and their financial and demographic conditions. It was confirmed that some of them, particularly those with a peripheral character, face deep structural problems such as depopulation, population aging, and shortage of administrative staff. On the other hand, examples such as Lewin Kłodzki demonstrated that with active governance, even a small uncut can implement an effective local development strategy.
