The concept of improving management procedures in the agro-industrial complex within the framework of the digital platform for strategic planning of sustainable development | Концепция совершенствования управленческих процедур в АПК в рамках цифровой платформы стратегического планирования устойчивого развития

إنجليزي. The pressing task in Russian agro-industrial sector is its digitalization and digitalization of the interaction of the sector itself with digital state platforms. The purpose of the work is to present one of possible variants for increasing efficiency of management of a hierarchically organized system of the regional agro-industrial sector to increase the sustainability of its development in the future. The research methods were system analysis and economic and mathematical modeling. The result of the analysis of the current situation in digital strategic planning was the proposal of the concept of an economic and mathematical model of rational placement of the agro-industrial sector in the administrative districts of the region, a set of economic and mathematical models for optimizing the placement of agricultural production and processing industry between producers in administrative districts, as well as a model for optimizing the production and industry structure of an agricultural enterprise. The strategies for sustainable development of hierarchically organized elements of food systems at the regional and national levels must meet three criteria: economic, social and environmental. The first criterion is used to assess reproduction processes, second - to control the degree of food self-sufficiency in the relevant territories, third - to assess the carbon footprint of the products manufactured and moved along the processing technological chain of product redistribution. A linear combination of these criteria with the sum of weights equal to one form a Pareto-optimal set of solutions. In this case, the choice of a specific sustainable development strategy for each object can be made in the process of coordination in the hierarchical management system using mechanisms for targeted distribution of state support. The study will be of interest to senior managers of the Ministry of Agriculture, researchers, students and postgraduates studying the problems of state regulation of food systems.

الروسية. Актуальная задача российского агропрома - это его цифровизация и цифровизация взаимодействия самого комплекса с цифровыми государственными платформами. Цель работы - представление одного из возможных вариантов роста эффективности управления иерархически организованной системой АПК региона с целью повышения устойчивости ее развития в будущем. Методы исследований: системный анализ и экономико-математическое моделирование. Результатом анализа современной ситуации в цифровом стратегическом планировании является предложение концепции экономико-математической модели рационального размещения АПК по административным районам региона, комплекса экономико-математических моделей оптимизации размещения сельскохозяйственного производства и перерабатывающей промышленности между производителями в административных районах, а также модели оптимизации производственно-отраслевой структуры сельскохозяйственного предприятия. Стратегии устойчивого развития иерархически организованных элементов продовольственных систем регионального и национального уровней должны удовлетворять трем критериям: экономическому, социальному и экологическому. Первый критерий используется для оценки воспроизводственных процессов, второй - для контроля степени самообеспеченности продовольствием на соответствующих территориях, третий - для оценки углеродного следа выпускаемой и перемещаемой по технологической цепочке передела продукции. Линейная комбинация этих критериев при сумме весов, равной единице, образует Парето-оптимальное множество решений. При этом выбор конкретной стратегии устойчивого развития для каждого объекта может быть сделан в процессе их согласования в иерархической системе управления с использованием механизмов целенаправленного распределения государственной поддержки. Исследования будут интересны руководителям высшего звена Министерства сельского хозяйства, исследователям, студентам и аспирантам, изучающим проблемы государственного регулирования продовольственных систем.
