Regional inequalities of the agricultural economy in Latvia (1935–1939)

The aim of this research is to evaluate the spatial differences of the agricultural economy of Latvia during the First Republic by using spatial autocorrelation calculations. Morans’s I coefficient of spatial autocorrelation is used to describe the spatial relations of the analyzed indicators. The obtained results show that Moran’s I for more than half of the obtained parameters is greater than 0.5, which indicates a rather high spatial autocorrelation. It was observed that variations of the spatial autocorrelation values can be explained by what affects these parameters. Spatial autocorrelation is significantly higher for those parameters whose value depends mainly on the variety of natural factors (land use, specific crop share). Moran’s I value for those parameters whose values depend on the actions by the local government in rural parishes is considerably lower (for example, budget allocation, etc.) A large portion of the examined parameters characterizing the level of parish economic development show the biggest differences when comparing Latgale with the rest of Latvia. In the case of such regional differences, Moran’s I is usually within 0.5–0.7, indicating moderately close spatial autocorrelation. For many indicators regarding agriculture and land use many southern parishes within Jelgavas and Bauskas county show a very considerable difference from the rest of Latvia showing much higher rate of agricultural production.

Land fragmentation is a problem for many post-communist countries. Different aspects of land fragmentation have been investigated by many researchers. However, there is little attention paid to the issues of internal fragmentation of agricultural parcels. In this study, internal fragmentation is understood as the following phenomenon: a parcel consists of different types of land plots or one land type (e.g. arable land) is split into separated plots. In this study the empirical test of internal fragmentation of arable land inside agricultural parcels has been made. The aim of the study was to examine the existence and extent of internal fragmentation of agricultural parcels. The digital map of boundaries of arable land parcels and data about land types (arable land, roads, etc.) from the Estonia National Topographic Database were the data sources of the study. The following characteristics were calculated in a GIS environment for agricultural parcels: compactness coefficient; number of pieces of arable land inside a parcel; Januszewski index for characterization of internal land fragmentation and the ratio (in percent) of arable land in a parcel. The results of the study show the existence of internal fragmentation of arable land inside agricultural parcels. Arable land is internally fragmented in about 30 percent of agricultural parcels. The area of the arable land plot inside parcels is 7.7 hectares if there is no internal fragmentation. In the case of internal fragmentation of the arable land, this area is 5.6 hectares respectively.

The objective of this study is to assess the qualitative and quantitative characteristics of pine (Pinus sylvestris) and spruce (Picea abies) stands growing on lands that were previously in agricultural use in the Leningrad region. Sample areas of mature mixed pine-and-spruce prevailing stands were studied. The taxation has revealed that the average height and diameter of the stands under study are greater than those in mixed modal stands of these species on forest lands. The analysis of the results of the study was performed by dispersion, correlation and ranking methods. To determine the competitive relationship between species, the coefficients of skewness, and kurtosis were calculated. For coniferous stands growing on former arable lands, the distribution of diameter classes for pine and spruce differ depending on the prevalence of species. The predominance of one of the coniferous species in the stands leads to an aggravation of competition, which manifests itself in positive coefficients of asymmetry. The skewness indicators and the kurtosis of tree trunks distribution clearly demonstrate the strengthening and weakening of competitive relationships in the stand. Competitive relationships between species are more balanced in stand compositions that include more than half of spruce and about 40% of pine, which results in the largest volume of stemwood. A more powerful root zone of trees in the former arable soil allows mixed stands of spruce and pine to produce a larger volume of wood than in pure stands of pine and spruce for the investigated region.

Catch crops contribute to soil and environmental quality, which has determined a growing interest in their use as a nature-based solution. Though, the introduction of catch crops increases the complexity of farm management and is related with additional costs. In Latvia, the area under catch crops accounts for less than 5% of the arable land, while 30% is bare over the winter. In order to identify the possibilities for promoting of catch crops in Latvia, the objective of the study is to explore the support practices for growing of catch crops in the Baltic Sea region countries. The paper seeks to explore the main benefits associated with the growing of catch crops, followed by the study and synthesis of the main support measures. For the study, numerous information sources have been explored and appropriate research methods applied. Catch crops reduce nutrient leaching from the soil, transfer nutrients to the next crop, improve soil quality, reduce soil erosion, and mitigate climate change; these benefits can translate also at farm level, mainly as reduced N inputs. Growing of catch crops is being increasingly supported in the Baltic Sea countries – as a greening measure and by different agri-environment and climate measures of the RDPs 2014−2020. Growing of economic focus area catch crops (supported in quite a similar approach in these countries) and introduction of agri-environment scheme for catch crops (supported in directly and/or indirectly targeted way) can contribute to the solving of environmental problems and decrease the share of bare land left over the winter in Latvia.

The aim of this research was to study the effect of the stand composition on the density of pine and spruce wood growing on former arable lands. Sample areas are located in mixed mature pine- and spruce-prevailing stands in Leningrad region, Russia. For the reliable determination of the basic density of spruce and pine wood, selection of model trees was carried out and cores were taken. Based on the data obtained from stems of 36 model trees from 3 sample plots, conversion equations were calculated to determine the basic density of wood. The measurements of the spruce and pine wood density were processed using variational statistics. The results have shown that the pine forms a more homogeneous wood than the spruce. On former arable lands, spruce has a denser wood than pine under the same growth conditions. The stand composition has a significant effect on the density of spruce rather than pine.

Land fragmentation is a problem in Europe, and Estonia is not an exception in this respect. Parcel size is widespread characteristic to describe the level of fragmentation. The aim of the study is to find out if there is difference of fragmentation among different groups of landholdings by size. In order to characterise land fragmentation, were calculated the Januszewski and Schmook indexes, average parcel size and average distance from the gravity centre of each landholding to its parcels. Results showed a high level of fragmentation of Estonian agricultural landholdings. There is a high variety of fragmentation inside and among the investigated groups. The average value of Januszewski index for all groups is 0.626, and the average value of Schmook index for all groups is 0.462. The average parcel size for all groups is 7.02 hectares and average distance from the gravity centre of each landholding to its parcels for all groups is 1.57 kilometres.

Land use change has caught scientist’s attention all over the world and in the perspective of globalisation the pressures on agricultural land are increasing. However, the agricultural land abandonment is still evident. This phenomenon has no single definition and its driving forces are varying among different regions and countries. In this paper agricultural land is considered as abandoned while there is evidence of shrub and bushes on agricultural land according to the orthophoto and Estonian base map comparison. The aim of this paper was to test the impact of arable land plot spatial properties: plot area, ratio of arable land area in the surrounding of plot and plot compactness. General hypothesis is that brushwood will more likely occur on the arable land plots with poor spatial properties than on arable land plots with good ones. The study was conducted in 15 rural municipalities across Estonia. Results are showing some impact of the spatial properties on the arable land plots conversion into brushwood. In nine municipalities out of 15, there was an arable plot area without brushwood larger than plots with brushwood and the percentage of arable land area surrounding plots without brushwood was higher in other 9 studied municipalities. As expected, the uncompact arable land plots tend to have more likely brushwood on them than the compact ones. Study results show that the impact of plot area and the ratio of arable land in surroundings of plots on the conversion of arable land plots into brushwood need further studies.

Agriculture more than any other branch of production is influenced by various natural, anthropogenic and economic risk factors on which the profitability of production and preservation of the environment in rural areas depend. The prerequisite of prevention or alleviation of risks is their all-round knowledge and consideration. In order to understand the nature of risks, they will be dealt with in the present study on the example of the cultivation of the most common cereal in Estonia - barley. The difference in barley yields, resulting from the pedoclimatic coditions of Estonia, may be 2-4-fold in different regions and in different years. At the same time, differences in the profitability of barley cultivation, depending on economic factors and on the specificity of production, may be up to 6-fold.

Semi-natural grasslands (SNG) are essential in the context of farmland biodiversity. The Common Agricultural Policy (CAP), on the other hand, is an important tool for the continuation of the management of semi-natural grasslands. Explicit knowledge on the pattern of grassland area changes is important to foster a more effective use of CAP for grassland biodiversity conservation. Our aim was to determine the habitat-specific changes in the distribution of Latvian SNG across different management regimes. Based on state-owned geospatial data of SNG distribution in 2014 and 2022, we assessed changes in semi-natural grassland areas over nearly ten years by analysing grassland management and spatial distribution including areas inside and outside the Natura 2000 network. The spatial distribution of SNG remained similar in both periods. Eastern Latvia retained the highest share of SNG while the central part showed the most pronounced increase in new localities of SNG due to extensive habitat mapping carried out in recent years. Abandonment appeared as a more important threat to SNG in the Natura 2000 network and more profoundly to unproductive habitat types while transformation into arable land and grassland intensification was a considerable threat to SNG outside the network and to more productive habitat types. We suggest that agri-environment schemes should address the different needs of SNG in the Natura 2000 network and outside it.
