Navigating vulnerabilities: Socioeconomic dynamics and resilience strategies in South Asian agriculture

This study explores the impact of climate change, social capital, and gender differences on the resilience of smallholder farmers in South Asia. Analysing data from Bangladesh, India, Nepal, and Pakistan from 2000 to 2020, the researchers have found that climate change significantly reduces agricultural productivity, while social capital acts as a crucial support mechanism. The paper summarizes gender-sensitive interventions in the improvement of adaptive ability and equality in the agriculture sector. It describes innovative farm-level practices and policy measures at various levels to strengthen resilience from environmental challenges. This approach gives room for researchers to find how the elements of climate change, put together with social capital and gender disparities, influence agricultural resilience. The present analysis recaps gender-sensitive interferences aimed at improving adaptive ability and equality in the agriculture sector, describing ground-breaking farm-level performs and policy measures to strengthen resilience against environmental tasks. Data shows that the climate change has a negative impact on agricultural output; therefore, any rise in temperature, change of precipitation, and extreme weather events worsen susceptibility. Social capital is also an essential part in resilience, being a source of resources, information, and support networks that can be drawn on. It calls for the interaction with the opposite gender and gender-sensitive interventions that increase adaptive ability and equality between men and women in agriculture. This study reveals that agri-diversification is pivotal for conservation agriculture enhancing climate resilience in South Asia.

Aiming at setting priorities for NDC implementation in rice production, the workshop highlighted different NDC scenarios to reduce greenhouse gas (GHG) emissions while gaining economic, social, and environmental benefits sustainably.

Tourists’ environmentally responsible behaviour (ERB) in response to climate change is a topic that is becoming increasingly important during the Covid-19 pandemic as people’s values change. Tourism is facing an economic downturn and now is the time to prepare for a new upswing. Meanwhile, a new narrative is needed in response to climate change, as tourism is a net polluter of the environment. That is why tourist ERB studies are becoming more and more relevant in the world, including Latvia, too. The objective of this paper is to determine the ERB of tourists in response to climate change. The questionnaire included 30 research questions and generated 383 answers from respondents from the Vidzeme region of Latvia. Several research methods were used in the study: descriptive and correlation method, KMO and BARLETT’S, Cohen’s Kappa and Cronbach’s alpha tests, Exploratory factor analysis and Principal Components Analysis. The study found that the factors attitude, behaviour, awareness, control, environmental knowledge, experience and values influence tourists’ ERB; however, environmental knowledge and experience show a slight advantage. To direct the continuation of the research towards the creation of the tourism ERB model in Latvia.

Targeting agricultural research for development in Tanzania: an example of the use of GIS for ex ante impact assessment at IITA

GIS targeting, combining a range of different datasets including climate, topography, population, protected areas, road networks, agricultural production, and markets, is becoming an important tool in planning agricultural research for development. The impact of agricultural investments can be maximized by targeting them to areas where biophysical conditions are optimal for selected crops, and where population densities and market access maximize the economic possibilities. Targeting can be tailored to specific institutional requirements, for example, to emphasize improved nutrition or export-orientated cash crops.Tanzania is the fifth most populous country in Africa, with a very high percentage of its population dependent on agriculture. The incidence of poverty and child malnutrition is high, but large areas of potentially productive agricultural land are only partly developed. There is great scope for increased agricultural production through the introduction of improved crop varieties and novel farming systems, but these must be concentrated in the areas where they will have the greatest impact. Areas of cultivable land were identified by combining topographic data (slopes and altitude) with climate data (eliminating arid areas) and maps of protected areas (no farming in national parks). These were then further processed to remove those areas where predictions of climate change indicate a significant reduction in rainfall by 2025. Relative ease of access to markets (settlements with populations in excess of 20 000) was calculated using maps of land cover, road networks, and slope maps. A combination of cultivable land with ease of access to markets and medium-to-high population densities defines prime targets for agricultural development. For each target area, crop suitabilities were assessed, based on biophysical parameters.

Agrifood systems are both a contributor to greenhouse gas (GHG) emissions and an important sector for achieving China’s 2060 carbon neutrality goal and mitigating climate change. Rising global temperatures and frequent extreme weather have greatly weakened agricultural production capacity (IPCC, 2021). The need to mitigate climate change by reducing GHG emissions has global consensus. In 2020, the Chinese government made an important commitment toward peaking its carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060. Under China’s 2060 carbon neutrality goal, the contribution of agrifood systems to GHG emissions reduction cannot be ignored. According to estimates by the Academy of Global Food Economics and Policy (AGFEP) at China Agricultural University (AGFEP, 2021), GHG emissions from agrifood systems reached 1.09 billion metric tons (t) of CO2eq in 2018, accounting for 8.2 percent of total national GHG emissions. While ensuring food security as the top national priority, the combined measures can reduce GHG emissions by 47 percent by 2060, compared to 2020 levels; these measures include improving agricultural technologies, reducing food loss and waste, and shifting dietary patterns. The current situation of global food and nutrition security is increasingly worrisome, and it is unfortunate that progress in eliminating hunger, food insecurity, and multiple forms of malnutrition has been hindered or even reversed by recent global events. It is estimated that globally, 702 million to 828 million people (8.9 to 10.5 percent) suffered from hunger in 2021, with 150 million added during the COVID-19 pandemic. Approximately 2.3 billion people are in a state of moderate or severe food insecurity, with 11.7 percent facing severe food insecurity. Nearly 3.1 billion people could not afford a healthy diet, which is an increase of 112 million from the last year. The causes of food insecurity are multifaceted, including the impact of the COVID-19 pandemic, the crisis in Ukraine,and climate change. Simultaneously, income levels have been adversely affected, and prices have risen, reducing people’s ability to purchase food and making it unaffordable. Therefore, it is imperative for governments and other stakeholders to act collectively to improve the state of global food and nutritional health. Many countries, including China, have begun to pay more attention to the issue of agrifood systems and are proposing a transition to the multidimensional goals of nutrition and health, green and low-carbon, efficiency, resilience, and inclusiveness. At the international level, a series of high-level international conferences and action plans, such as the UN Food Systems Summit, the Nutrition for Growth Summit, and UN Climate Change Conference (COP26) in 2021 and COP27 in 2022, have demonstrated the importance and urgency of promoting the transformation of agrifood systems. These conferences advocated for countries to work together to transform the way food is produced and consumed to build healthier, sustainable, and equitable food systems. At the domestic level, China has always regarded food security as a top priority for national development. In 2022, the total annual national grain output reached 686.53 million tons and has remained stable for eight consecutive years at more than 650 million tons. In 2022, the Chinese government emphasized the need to “establish a big food concept” and “strengthen the foundation of food security in all aspects” from the perspective of putting people first and better meeting their increasingly diversified food consumption needs. In light of the various risks and challenges posed by the contemporary era, safeguarding food security necessitates a shift from a narrow focus on food production to a more comprehensive consideration of the entire food supply chain. This entails promoting the development of a diversified food supply system and expanding the focus from mere quantity to encompassing multiple objectives related to the “quantity, structure, and quality” of food. Such an approach will serve to bolster the foundations of food security on all fronts.

This report showcases the results of the assessment conducted by the Vietnam National University of Agriculture, International Center for Tropical Agriculture, and the Institute of Policy and Strategy for Agriculture and Rural Development. The assessment aims to create new sets of criteria for the Nông Thôn Mới (NTM) program of Vietnam by investigating the impacts and issues brought by climate change. This is a part of the task, “Investigation and improvement of the national NTM criteria for rural development at all levels (commune, district, province) according to titles (standard, advanced, demonstration) in the period of 2021-2025.”
