The right to water emerged in the nineties primarily as the right to domestic water for drinking, washing and cooking, and was closely related to the right to sanitation, both of which are seen as a component of the right to an adequate standard of living. This study examines the question of the right to water for food and agriculture and asks whether such a right can be found in the right to water, or whether it is more appropriate to examine the right to adequate food for that purpose. Seeking inspiration from the right to adequate food and from other fields of international law, the study explores the content of the right to water for food and agriculture and then considers its implications for water law. Recognizing a human right to water – for drinking and household needs as well as for growing food – has implications for water allocation and sets limits to the extent that water can be allocated for other uses. In addition, it entails the respect for procedural rights and attention to important principles, such as the principle of non-discrimination and the rights of indigenous peoples.

There is a growing recognition of the interdependencies among the supply systems that rely upon food, water and energy. Billions of people lack safe and sufficient access to these systems, coupled with a rapidly growing global demand and increasing resource constraints. Modeling frameworks are considered one of the few means available to understand the complex interrelationships among the sectors, however development of nexus related frameworks has been limited. We describe three open-source models well known in their respective domains (i.e. TerrSysMP, WOFOST and SWAT) where components of each if combined could help decision-makers address the nexus issue. We propose as a first step the development of simple workflows utilizing essential variables and addressing components of the above-mentioned models which can act as building-blocks to be used ultimately in a comprehensive nexus model framework. The outputs of the workflows and the model framework are designed to address the SDGs.

By 2050, the global Earth population will reach 10 billion, leading to increased water, food, and energy needs. Availability of water in sufficient quantities and appropriate quality is a prerequisite for human societies and natural ecosystems. In many parts of the world, excessive water consumption and pollution by human activities put enormous pressure on this availability as well as on food and energy security, environmental quality, economic development, and social well-being. Water, food/materials, and energy are strongly interlinked, and the choices made in one area often have consequences on the others. This is commonly referred to as the “water-food-energy” nexus. These interconnections intensify as the demand for resources increases with population growth and changing consumption patterns, and Humanity continues using a linear economy model of ‘take-make-dispose’. The nexus makes it difficult for governments, public and private organizations, and the public, to set and follow a clear path towards a sustainable economy i.e., “meeting the needs of the present without compromising the ability of future generations to meet their own needs”. Humanity best chance at mitigating climate change, and shortage of resources is to harness the value of water as much as possible.This paper reviews the latest publications about the water-food-energy nexus and climate change, putting numbers into perspective, attempting to explain why water circularity is part of the key factors to accelerate the transition from a linear economy to a circular economy, and to meet the UN Sustainable Development Goals, and how circularity can be implemented in the water sector.

Food, energy and water are important basic resources that affect the sustainable development of a region. The influence of food–energy–water (FEW) nexus on sustainable development has quickly become a frontier topic since the Sustainable Development Goals (SDGs) were put forward. However, the overall context and core issues of the FEW nexus contributions to SDGs are still unclear. Using co-citation analysis, this paper aims to map the knowledge domains of FEW nexus research, disentangles its evolutionary context, and analyzes the core issues in its research, especially the progress of using quantitative simulation models to study the FEW nexus. We found that (1) studies within the FEW nexus focused on these following topics: correlation mechanisms, influencing factors, resource footprints, and sustainability management policies; (2) frontier of FEW studies have evolved from silo-oriented perspective on single resource system to nexus-oriented perspective on multiple systems; (3) quantitative research on the FEW nexus was primarily based on spatiotemporal evolution analysis, input–output analysis and scenario analysis; (4) the resource relationship among different sectors was synergies and tradeoffs within a region. In general, current research still focuses on empirical data, mostly qualitative and semiquantitative analyses, and there is a lack of research that can systematically reflect the temporal and spatial contribution of the FEW nexus to multiple SDGs. We believe that future research should focus more on how FEW nexus can provide mechanistic tools for achieving sustainable development.

The discourse on the need for water, energy, and food security has dominated the development agenda of southern African countries, centred on improving livelihoods, building resilience, and regional integration. About 60% of the population in the Southern African Development Community (SADC) live in rural areas relying mainly on rainfed agriculture, lacking access to clean water and energy, yet the region is endowed with vast natural resources. The water-energy-food (WEF) nexus is a conceptual framework that presents opportunities for greater resource coordination, management, and policy convergence across sectors. This is particularly relevant in the SADC region as resources are transboundary and supports efforts linked to regional integration and inclusive socio-economic development and security. We conducted an appraisal of WEF-related policies and institutions in SADC and identified linkages among them. The present ‘silo’ approach in resource management and allocation, often conducted at the national level, contributes to the region’s failure to meet its development targets, exacerbating its vulnerabilities. The lack of coordination of WEF nexus synergies and trade-offs in planning often threatens the sustainability of development initiatives. We highlighted the importance of the WEF nexus to sustainably address the sectoral coordination of resources through harmonised institutions and policies, as well as setting targets and indicators to direct and monitor nexus developments. We illustrate the significance of the nexus in promoting inclusive development and transforming vulnerable communities into resilient societies. The study recommends a set of integrated assessment models to monitor and evaluate the implementation of WEF nexus targets. Going forward, we propose the adoption of a regional WEF nexus framework.

The HLP’s goal was to demonstrate the extent of interconnection between the water, energy, and food Sustainable Development Goals (SDGs) of the United Nations. The HLP highlighted lessons learned from various thematic and regional case studies and experiences. The panel focused on exploring the possible trade-offs among possible pathways for implementation of the SDGs, and on identifying holistic assessment criteria for accounting for potential competition of multiple implementation plans at different scales. This focus led to substantial discussion about ways to improve policy coherence through improved communication between policy and science across both sectors and scales.

Although many African countries have made significant progress towards universal access to water, energy, and food resources (WEF), assessing the ecological response to the increasing productivity of these resources is not well researched, which carries the risk of ecological deficit, resource degradation, and inefficient policy responses to resource management. This study seeks to assess the ecological sustainability response to the high increase demand for WEF resources in well-developed African countries. The study developed new measurement metrics for the WEF production system, including three indicators of ecological footprint (EF), ecological biocapacity (EBC), and eco-balance. The overall analysis considers data from four distinct types of water and energy use activities, and eight distinct types of food consumption, in nine African countries with the highest WEF nexus performance. An evaluation tool for the Water, Energy, Food and Ecological Balance (WEFEB) nexus index is proposed as one of the study's outcomes. Despite having 100% access to WEF resources related to the SDG targets. The results reveal the significant levels of imbalance and large ecological deficits existing in many of the concerned countries, especially North Africa, Mauritius, and South Africa, which need to rethink their economic models. Projecting a sustained increase in resource demand so that each country achieves at least 1700 m³/capita/year as the minimum amount of water needed, most countries would suffer from a steady increase in ecological imbalance. According to the results, managing the ecological imbalances with increasing demand for WEF resources in well-developed African countries may require well-designed policies to effectively reduce certain types of human demand that have a large ecological footprint.
